The meeting was called to order at 7:30 p.m. Assemblymembers: Tom Abell Greg Razo Pat Branson Robin Heinrichs Wayne Stevens (arrived at 7:35 Darlene Turner comprising a quorum of the Assembly; and pm) moved to excuse Assemblymembers Tuck Bonney and Wayne Stevens. VOTE ON MOTION TO EXCUSE MOTION CARRIED Unanimous voice vote CONSIDERATION OF MATTERS FOR THE SPECIAL MEETING A. Resignation of Borough Mayor moved to accept, with regret, the resignation of Gary L. Stevens as Borough Mayor. Ayes: Abell, Branson, Heinrichs, Razo, Turner SPECIAL MEETING ROLL CALL SPECIAL MEETING RESIGNATION OF BOROUGH MAYOR Volume XXVI Page 168 Noes: None Absent: Bonney, W. Stevens MOTION CARRIED Unanimous B. Vacancy in the Office of Borough Mayor. HEINRICHS, seconded by BRANSON VOTE ON MOTION moved to declare the office of the Borough Mayor vacant. Ayes: Branson, Heinrichs, Razo, Turner, Abell Noes: None Absent: Bonney, W. Stevens MOTION CARRIED Unanimous Assemblymember W. Stevens arrived at 7:35 pm C. Ordinance No. 2000 -19 Calling for a Special Election on February 20, 2001 for the Purpose of ORDINANCE Electing the Kodiak Island Borough Mayor for a NO. 2000 -19 Term to Expire October, 2001. TURNER, seconded by BRANSON VOTE ON MOTION TO ADVANCE Ayes: Noes: None Absent: Bonney MOTION CARRIED Unanimous Special Assembly Meeting November 28, 2000 moved to adopt Ordinance No. 2000 -19 in first reading to advance to public hearing on December 7, 2000. Heinrichs, Razo, W. Stevens, Turner, Abell, Branson In response to Mayor Stevens, Clerk Nielsen explained the procedures for the special election. She said the Department of Justice's sixty day pre - clearance VACANCY IN THE OFFICE OF BOROUGH MAYOR Volume XXVI Page 169 period would begin December 11. Regular election guidelines would be closely followed for the February 20, 2001 special election. The February 20 election date would not conflict with the February 9 -6 Clerk's Institute; however, if the assembly directed, the election date could be changed to February 13. Mayor Stevens said the newly - elected mayor would serve for seven months. He suggested the assembly carefully review the expense and the need for a special election. Assemblymember Branson looked forward to hearing public comments on the need for a special election. Assemblymember W. Stevens favored moving forward with the special election. He was concerned about the public's perception if a special election was not held and the Assembly filled the vacancy. Assemblymember Razo supported the ordinance and looked forward to public comments.
