Stevens Assemblymembers: Tom Abell Scott Arndt Tuck Bonney Pat Branson Regular Assembly Meeting May 16, 2000 KODIAK ISLAND BOROUGH Regular Assembly Meeting May 16, 2000 A regular meeting of the Kodiak Island Borough Assembly was held May 16, 2000 in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 7:30 p.m. The invocation was given by Reverend Debbie Vanhover of St. James The Fisherman Episcopal Church, followed by the Pledge of Allegiance. There were present: ROLL CALL comprising a quorum of the Assembly; and Dave Jensen, Manager Patti Kirkpatrick, Deputy Clerk Cathy Fagan, Assistant Clerk Karl Short, Finance Director Robin Heinrichs Greg Spalinger Darlene Turner APPROVAL OF APPROVAL OF AGENDA AGENDA HEINRICHS, moved to approve the seconded by BRANSON agenda. VOTE ON MOTION TO APPROVE MOTION CARRIED Unanimous voice vote REGULAR MEETING APPROVAL OF MINUTES Volume XXVI Page 67 AWARDS AND AWARDS AND PRESENTATIONS PRESENTATIONS A. Proclamation PROCLAMATION Mayor Stevens proclaimed May 14 -20 "Senior Center SENIOR CENTER Week ", urging all citizens to recognize the special WEEK contributions of Senior Center participants, and the special efforts of the staff and volunteers who work to enhance the lives of Kodiak's senior citizens. B. Student of the Month STUDENT OF THE MONTH Mayor Stevens presented the Student of the Month Award to Megan Cleary, a senior at Kodiak High School. CITIZENS' COMMENTS Mike Milligan noted that three different tax bills were introduced to the legislature. He said one was co- sponsored by Representatives Austerman and Moses; one by Governor Knowles; and one by Representative James. He felt Austerman and Moses' bill was the best because it would increase property tax $100 per $100,000 of assessed value. He was pleased that the assessed value of homes in Woodland Acres were within $3,000 of similar homes in Anchorage. Beryl Lassen noted the Senior Center had served the community for over 25 years. She thanked the Assembly for their continued support. Joey Hutcherson favored fully funding education at $1.2 million. She thanked the Assembly for allowing the community to speak on the school district budget. Jeremiah Gardner also favored fully funding education. He opposed eliminating the auto and welding teacher positions, as the programs were beneficial to students and the community. Mike Ruder favored full -time teachers for auto and welding classes as 15% of high school graduates sought vocational training. He said eliminating the current programs would be detrimental to students and the community. Mara Machulsky favored fully funding education, noting that limiting programs would discourage student participation and would hurt the community. Regular Assembly Meeting May 16, 2000 CITIZENS' COMMENTS Volume XXVI Page 68 COMMITTEE REPORTS Jacobs Engineering, Corps of Engineering Update. Pat Ross, Jacobs Engineering district manager, reported that the Corps of Engineers would host an open house at Safeway on Friday, May 19, from 2 -6 p.m. He encouraged the community to stop by and review their cleanup efforts. Phil Cline, Providence Kodiak Island Hospital administrator, reported that the pain clinic would not operate at full capacity for a couple of months due to staff vacations. The FY 1999 audit was complete, and he would present a check to the Borough at the next regular meeting. After a five minute recess at 7:58 p.m., Mayor Stevens reconvened the regular meeting. Assemblymember Branson reported that the Kodiak Area Transit System (KATS) Committee recently met to discuss startup. She said two grants, applied for through the Senior Center, would primarily fund senior citizen and disabled person transportation costs as well as non - profit travel. She said there would also be two -hour runs in the morning and afternoon for the community as a whole. She said negotiations with Laidlaw Transit were ongoing, and she hoped that KATS would be operating by June 1. In response to Assemblymember Abell, she stressed that the Borough would not administer the grants. PUBLIC HEARING A. Resolution No. 2000 -17 Establishing the Minimum Amount of Funds To Be Made Available from Local Sources For The Kodiak Island Borough School District For The Fiscal Year Beginning July 1, 2000 and Ending June 30, 2001. BONNEY, moved to adopt seconded by ARNDT Resolution No. 2000 -17. Manager Jensen said the school district submitted their funding request on April 25. He said the Borough was able to provide level funding plus an additional $410,130 appropriation. Norm Wooten, School Board Member, thanked the Assembly and the School Budget Advisory Committee for Regular Assembly Meeting May 16, 2000 COMMITTEE REPORTS JACOBS ENGINEERING PUBLIC HEARING RESOLUTION NO. 2000 -17 Volume XXVI Page 69 their efforts on the budget. He said school administrators were asked to hold the line, and the school board created a cut list based on the Committee's review. He listed the criteria for determining the needs of education: 1) eliminate some programs to allow for focus on remaining programs; 2) preserve programs that contribute to the High School qualifying exam; and 3) ensure that students and schools were treated fairly. He felt the school district budget was a fair compromise to the Borough's request to hold the line. Mayor Stevens thanked the School Board and administration for their efforts to hold the line. Director Short noted the total contribution to the school district should be $23,068,598. HEINRICHS, seconded by ARNDT VOTE ON MOTION TO AMEND Ayes: Regular Assembly Meeting May 16, 2000 moved to amend Resolution No. 2000 -17 to reflect minimum funding for the Kodiak Island Borough School District Budget of $23,068,598. Abell, Arndt, Bonney, Branson, Heinrichs, Spalinger, Turner Noes: None MOTION CARRIED Unanimous Mayor Stevens opened the public hearing. Ron Gibbs, Pete Probasco, Craig Baker, Mike Milligan, Bob Egan, Frank Peterson, Jim VanAtta, Tom Kelly, Tammy Fogel, Chris Helms, Rich Walker, Robyn Cassidy, Tom Martin, Barbara Thompson, and Joelle Walker encouraged the Assembly to support education by raising taxes. Laurie Murdoch, Ryan Murdoch, Lydia Abbott, Fritz Ferrante, Jocelyn Peterson, Elaine McNeil, Kristin Ray, Cheryl McNeil, Eric Carlson, Ryan Long, Sheila Roberts, Porter Nelson, Libby Reitz, Kathleen Navarre, Epi Ryan, Mara Machulsky, Molly Odell, Clayton Wallace, Joey Hutcherson, Jeremiah Gardner, Hallie Wahl, Valerie White, Jason Holden, Luke Miller, Jennifer Eubank, Larry Olsen, Ray Haulsey, Volume XXVI Page 70 Sami King, Marie Chandler, Terry Donaldson, Elizabeth Olsen, Molly Miller, and Julie Walker urged the Assembly to fully fund education at $1.2 million. Kathleen Navarre, Kodiak High School athletics director, appreciated the additional funding; however, she felt cutting athletic programs would impact students because studies indicated that involvement in school activities led to better grades and to students making better choices. In response to Ben Ardinger, Mayor Stevens said the Borough was providing level funding plus $410,130 as requested by the school district. Peggy Rauwolf urged that the vocational education program remain fully staffed. In response to Julie Hill, Mayor Stevens said the Assembly discussed the creation of a long -term funding task force to look at funding opportunities. Betty Walters, superintendent of schools, said state revenue shortfalls made it difficult to provide the quality education and activities of the past. She thanked the Assembly for allowing everyone to speak. Alice Knowles, School Board president, said the Board heard the message from the community and the Borough. She said the requested funds were needed to operate the schools. She was willing to serve on the long- term funding task force. Mike Dahl phoned in support of a long -term funding task force. He challenged the Assembly to fund education without increasing taxes. Joe Bailor phoned to suggest that funding for schools be based on a percentage of the combined gross sales of the Borough and City of Kodiak. Lacy Berns phoned to thank the Assembly for looking for local solutions to funding. She appreciated the students for sharing their concerns. Mayor Stevens closed the public hearing and reconvened the regular meeting. Mayor Stevens reiterated that the Borough had met the school district's request for funding. He wondered how voters voted on implementing a Borough sales tax; the tax cap initiative; and using the Permanent Fund Regular Assembly Meeting May 16, 2000 Volume XXVI Page 71 Dividend. He also wondered how voters would vote on the ten mill tax cap question in November. He said this provided minimum funding to the school district; however, additional funds could be made available in the future. Assemblymember Branson thanked those who spoke. She was encouraged to hear some were willing to raise taxes to support education. She looked forward to creating the long -term funding task force. Assemblymember Turner thanked those who spoke and encouraged them to serve on the task force. She hoped the School Board and Assembly would continue to work together. Assemblymember Abell was pleased that students spoke. He urged the community to continue to speak out about taxes. He was glad to provide additional funding to the school district; however, he wondered when enough was enough. Assemblymember Arndt appreciated the comments during public hearing. He hoped to increase funding to the school district; however, he opposed the proposed cut list. Ordinance No. 2000 -05 Amending Title 3 Revenue ORDINANCE and Finance Chapter 3.04 Public Finance -- NO. 2000 -05 Management and Accounting Section 3.04.057 General Fixed Assets to Establish Capitalization Thresholds for Fixed Assets. TURNER, moved to adopt seconded by ARNDT Ordinance No. 2000 -05. Manager Jensen said this allowed the manager to control all Borough assets, including fixed assets, Regular Assembly Meeting May 16, 2000 Arndt, Bonney, Branson, Heinrichs, Spalinger, Turner, and Abell Volume XXVI Page 72 to minimize the risk of loss or misuse. He said Deloitte & Touche recommended that the Borough implement the Government Accounting Standards Board (GASB) Statement No. 34 as of fiscal year 2003. Mayor Stevens called for public testimony; hearing and seeing none, he reconvened the regular meeting. Manager Jensen said this mid -year budget adjustment reflected the actual revenues collected and /or expenditures disbursed as well as adjustments to grants based on amendments to funding levels. CONTRACTS 1. Contract No. 2000 -06 Rebuild and Upgrade of Four (4) Goulds Vertical Turbine Pumps at the Kodiak Fisheries Research Center. HEINRICHS, seconded by BRANSON Manager Jensen said the pumps at the Fisheries Research Center experienced a reduced life due to corrosion. He said Goulds Pumps would rebuild the pumps to original specifications and upgrade the columns with fiberglass unsusceptible to salt water corrosion. He said $22,000 per pump included parts, labor, and shipping to and from Kodiak. VOTE ON MOTION TO APPROVE Ayes: Noes: None MOTION CARRIED Unanimous B. RESOLUTIONS HEINRICHS, moved to adopt Resolution seconded by ARNDT No. 99 -10C. Manager Jensen said this amended the fees schedule to reflect that the price to dispose of asbestos waste exceeding 10 cubic yards be negotiated with the manager. Manager Jensen said staff reviewed the fee schedule and the only change over last year was to increase building rent from $1.40 to $1.60 per square foot. Ordinance No. 2000 -10 Levying Taxes on All ORDINANCE Taxable Real and Personal Property Within NO. 2000 -10 the Kodiak Island Borough for the Expenses and Liabilities of the Kodiak Island Borough for the Fiscal Year Commencing on the First Day of July 2000 and Ending on the Thirtieth Day of June 2001 (2001 Fiscal Year Budget). moved to adopt Ordinance No. 2000 -10 in first reading to advance to public hearing on June 1, 2000. Manager Jensen said this authorized the expenditure of funds in FY 2001 from the General Fund, Special Revenue Funds, Debt Service Funds, Capital Project Funds, Enterprise Funds, and Internal Service Funds. He noted this also levied a tax on real and personal property within the Borough as well as on natural resources extracted and removed from the Borough. Assemblymember Turner congratulated Megan Cleary and the Senior Center. She reminded the community of the Special Olympic Torch Light run on Saturday, May 20 and encouraged everyone to attend.
