03/30/2000 SMA special meeting of the Kodiak Island Borough
Assembly was held March 30, 2000 in the conference
room of the Kodiak Island Borough Building, 710 Mill
Bay Road. The meeting was called to order at 7:30
p.m.

1. Proclamations.
Mayor Stevens read the following proclamations:
April 2000 Child Abuse Prevention Month encouraging
all citizens to increase their participation in
efforts to prevent child abuse;
April 2 -8 National Records and Information Management
Week encouraging all citizens to recognize this
event; and

contribute to the quality of life of all Kodiak
Island Borough citizens.
2. Contract No. 98 -45A Amending Contract No. 98 -48 CONTRACT
Lease Agreement Between the KIB and the NO. 98 -45A
University of Alaska for Space in the Kodiak
Research Center.
HEINRICHS, moved to approve
seconded by ABELL Contract No. 98 -45A.
Manager Jensen said the original lease between the
Borough and the University of Alaska (UofA) was never
completed. He said the UofA School of Fisheries
would pay their proportionate share of costs to
reside in the Kodiak Fisheries Research Center.
He added that the three million dollars of Exxon
Valdez oil spill funds paid by the UofA was for a
portion of the total cost of the building and not for
overhead costs. He said the contract allowed leasing
to other tenants until the UofA could afford to use
the facility.
In response to Mayor Stevens, Manager Jensen said the
National Oceanic and Atmospheric Administration was
unable to utilize the Center because it was a
teaching facility. He added that he had two
potential tenants to occupy the apartments and hoped
to have more during the summer.

3. Resolution No. 2000 -12 Authorizing the Sale of a RESOLUTION
Portion of Block 2, Selief Estates and NO. 2000 -12
Establishing Terms and Conditions.

Manager Jensen said the resolution authorized the
sale of a portion of Block 2, Selief Estates, to the
adjoining property owner for a driveway. He noted
the property was approved for disposal, the value was
determined by staff, and the buyer would pay the
purchase price in cash, as well as all closing costs.
Assessor Carlson said there was no adverse impact to
the remainder of Block 2, this allowed the driveway
to be located 150 feet from the intersection, and the
sale would generate $2,500 to the Borough.
Assembymember Heinrichs favored the sale as a way to
place surplus property on the tax rolls. He was
disappointed that the person purchasing the property
had to endure a tedious process. He wanted to see a
code change for similar purchases in the future.
In response to Assemblymember Heinrichs, Assessor
Carlson said the cost was approximately $4- 5,000,
including the $2,500. He said Borough code was not
receptive to small acquisitions.

4. Resolution No. 2000 -13 Supporting the RESOLUTION
Conservation and Reinvestment Act of 1999 (H.R. NO. 2000 -13
701 and S. 2123).
SPALINGER, moved to adopt
seconded by BRANSON Resolution No. 2000 -13.
Manager Jensen said the resolution supported
bipartisan legislation that would socially and
economically benefit Alaskans by funding enhancement
of coastal areas, historic preservation, outdoor
recreation, and wildlife conservation. He noted the
western states were opposed to the coastal plan.
In response to Assemblymember Branson, Manager Jensen
said the issue was before the House and he felt it

and Game asked for the Borough's support and he would
have Lobbyist Brad Gilman keep him apprised.
