01/20/2000 RMA regular meeting of the Kodiak Island Borough Assembly was held January 20, 2000 in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 7:30 p.m. There were present: ROLL CALL Mayor: Gary L. REGULAR MEETING APPROVAL OF MINUTES Volume XXVI Page 9 BRANSON, seconded by ARNDT VOTE ON MOTION TO APPROVE MOTION CARRIED AWARDS AND PRESENTATIONS A. Student of the Month STUDENT OF THE MONTH Mayor Stevens presented the Student of the Month Award for January to Janell Shanigin, a senior at Ouzinkie School. Mayor Stevens presented the Student of the Month Award for December to Joe Mesey, a senior at the Area Wide School. B. Employee of the Year EMPLOYEE OF THE YEAR Manager Jensen presented the Employee of the Year Award to Mary Munk, general accountant in the Finance Department. CITIZENS' COMMENTS moved to approve the regular meeting minutes of December 16, 1999. Unanimous voice vote Bruce Schactler phoned to report that the local processors were working on a limited entry program for processors that would limit buyers in the Gulf of Alaska. He said new processors would be forced to leave because of the inability to diversify. He urged the assembly to review the potential impact to economic development in Kodiak. John Houser, Kodiak Youth Services, reported on a new program at the Youth Center to provide one -on -one mentoring between adults and youths aged 13 -18. He noted the mentor would teach life skills and how to deal with life outside of school. He said it was similar to the Big Brother /Sister programs. Joe Macinko noted there was a Senate Commerce Committee hearing on the Magnuson- Stevens Act on January 18. He said all processors, but Global and Island Seafoods were invited. He said many questions were raised; and he thought the Assembly would have been informed. Regular Assembly Meeting January 20, 2000 AWARDS AND PRESENTATIONS CITIZENS' COMMENTS Volume XXVI Page 10 Chris Berns phoned to say that he opposed limited entry in the Gulf of Alaska because the ability to bring new markets to Kodiak would be reduced. He was disappointed that discussion was held behind closed doors. He urged the assembly to be vigilant on the issue. Mayor Stevens asked that any new information be brought forward. COMMITTEE REPORTS Assemblymember Branson reported that the Assembly's non - profit funding subcommittee would present the new non - profit funding application to the Assembly on February 10 for review. He was sorry to hear of the death of Andy Anderson of Ouzinkie. Regular Assembly Meeting January 20, 2000 COMMITTEE REPORTS PUBLIC HEARING PUBLIC HEARING None. BOROUGH MANAGER'S REPORT MANAGER'S REPORT None. MESSAGES FROM THE BOROUGH MAYOR MESSAGES FROM THE BOROUGH Mayor Stevens attended a dinner where the American MAYOR Legion burned their mortgage. Resolution No. 2000 - 02 Certifying the FY 00 RESOLUTION Shared Fisheries Business Tax Program NO. 2000 -02 Application to be True and Correct. Volume XXVI Page 11 HEINRICHS, moved to adopt Resolution seconded by BRANSON No. 2000 -02. Manager Jensen recommended adopting the resolution. He noted that the Borough was assisting the outlying cities in this process. Confirmation of Mayoral Appointments of CONFIRMATION OF Members to Boards, Commissions, Committees, MAYORAL and Councils. APPOINTMENTS moved to confirm the mayoral appointments to Boards, Commissions, Committees, and Councils. Mayor Stevens read his appointments into the record. Paul Alexander to a 3 -year seat on the Personnel Advisory Board. Robert B. Lindsey to a 3 -year city seat and Donna Bell to a 1 -year city seat on the Planning and Zoning Commission. Joy Arneson, Randy Busch, and Greg Razo to 1 -year seats on the Kodiak Arts Council. Arndt, Branson, Heinrichs, Spalinger, Turner, Abell Volume XXVI Page 12 Absent: Bonney MOTION CARRIED Unanimous Mayor Stevens announced that seats were vacant on the Airport Advisory Committee, Airport Fire Protection District Advisory Board, Architectural /Engineering Review Board, Human Resources Investment Council, and Kodiak Area Transit System Advisory Committee. He said applications were available in the Borough Clerk's office, room 123 of the Borough building. CITIZENS' COMMENTS Roger Reddekopp asked for a public update on the Exxon litigation. ASSEMBLYMEMBER COMMENTS ASSEMBLYMEMBER COMMENTS Assemblymember Branson congratulated Mary Munk as the employee of the year and She said it was a privilege to work with her. She also congratulated the students of the month. She thanked the fishing community for their information on the possible limited entry in the Gulf of Alaska. Assemblymember Arndt congratulated Mary Munk as employee of the year. Assemblymember Heinrichs congratulated the students of the month and the employee of the year. He was impressed with Ms. Munk's ability. He hoped to see a position paper on the Gulf of Alaska limited entry. Assemblymember Turner congratulated the students of the month and the employee of the year. She was glad that Captain Jimmy Ng would stay in Kodiak. She congratulated new City police chief TC Kamai. She thanked John Houser for reporting on the mentoring program. Mayor Stevens announced the Assembly would meet in a work session on Thursday, January 27 at 7:30 p.m. in the Borough conference room, and a regular meeting on Thursday, February 3 at 7:30 p.m. in the assembly chambers. Mayor Stevens invited the public to the Boards and Committees reception on Friday, February 4 at 7:00 p.m. at Bayside Fire Hall, hosted by the Assembly, Mayor, and Manager. VOTE ON MOTION Ayes: Noes: None Absent: Bonney MOTION CARRIED Unanimous At 8:04 p.m. Mayor Stevens recessed the regular meeting to convene into executive session. He asked Borough attorneys Matt Jamin and Alan Schmitt, the manager, and the clerk's office staff to join the executive session. At 8:47 p.m. Mayor Stevens- -recon n rcgul meeting and announced that no action would be taken as a result of the executive session.
