WHEREAS, the Kodiak Island Borough has requirefpayment of the City of Kodiak
development fee as part of the Kodiak Is,(andBorough fee schedule for new
construction; and NQ�
WHEREAS, charging large developmetfees (hookup fees) to service district
residents for access to water and sev* service adds an undue hardship on the
people trying to build a home; and ,�,
WHEREAS, the fees are so largeat many people are unable to finance their homes
and development is being stoppegt by these fees; and

WHEREAS, continued h g development and increase of the tax base is
necessary to the contin e h conomic health of the community; and
WHEREAS, the assemb feels there are better funding methods available to finance
the needed upgrades o the water and sewer system than an excessive fee which
stops development;
