RESOLUTION NO. 83 -143 -R
I A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY ADOPTING THE
',KODIAK ISLAND BOROUGH LANDFILL STUDY AND INDICATING ITS INTENTION TO PROVIDE
'.',FUNDS TO INITIATE THE PLAN.
WHEREAS, Kodiak Island is faced with a chronic problem at the
Isanitary landfill site as a result of excessive rainfall and lack of adequate
(cover material, and
WHEREAS, the current landfill operation has been recognized as a
,problem by the Alaska Department of Environmental Conservation (DEC) and as a
possible source of leachate, and
WHEREAS, Arctic Engineers, Inc. has developed the Kodiak Island
Borough Landfill Study recommending that the City of Kodiak landfill be
'converted to a bale fill operation with positive surface sealing of the
existing landfill at an estimated cost of 3.6 million dollars, and
WHEREAS, the Borough has completed the Alaska Department of
Environmental Conservation Project Capital Budget Questionnaire requesting
assistance in the amount of $1,800,000 in accordance with Alaska Statutes
46.03.030 authorizing DEC to award construction grants to a maximum of 50%
eligible project cost, and
WHEREAS, the City of Kodiak and the Kodiak Island Borough have both
the sanitary landfill as one of the top Capital Improvement projects
in FY 85 and have requested legislative appropriations to implement the
( landfill study.
NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island Borough Assembly

that the Kodiak Island Borough Landfill Study prepared by Arctic Engineers,
lncorporated, of Anchorage, Alaska dated April, 1982 is hereby adopted as the
('Official sanitary landfill plan for Kodiak.
BE IT FURTHER RESOLVED that the Borough hereby indicates its intent
o provide $180,000 toward initiating the plan as outlined in the Kodiak Island
orough Landfill Study provided that a similar cash match is made by the City ofl
