1983-136 Supporting The Kodiak Electric Association, Inc. In Their Negotiations With The Alaska Power Authority.1'; 1 in I n 1 5 S .',completion of four hydroelectric projects, namely, Solomon Gulch, Swan Lake, Tyee and Terror Lake, and WHEREAS, all four projects are included in the energy program for Alaska, a statutory program intended to produce hydroelectric power and '.other renewable forms of energy at a lower cost than the alternative of diesel generation, and WHEREAS, each project received substantial state funding on a short term basis with the entire amount due and payable in the near future through issuance of long term bonds by the Alaska Power Authority secured by long term power sales agreement between the Alaska Power Authority and the communities of Ketchikan, Kodiak, Wrangell, Petersburg and Copper Valley, and WHEREAS, each community has agreed that it cannot afford to purchase power from the project at the rates proposed and are therefore requesting a new approach to the payment plan, and WHEREAS, in order to accomplish this objective it is necessary for the purchasers to share information freely and to cooperate with each other when negotiating power sales agreements and operations agreements with the APA. NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island Borough Assembly that they hereby request the Alaska Power Authority to seek a solution that will permit the communities of Ketchikan, Kodiak, Wrangell, Petersburg and ;Copper Valley to purchase power at a rate less than the thermal alternative KODIAK ISLAND BOROUGH RESOLUTION NO. 83 -136 -R A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY SUPPORTING THE KODIAK ELECTRIC ASSOCIATION, INC. IN THEIR NEGOTIATIONS WITH THE ALASKA POWER AUTHORITY. WHEREAS, the Alaska Power Authority has completed or is nearing and that will enable them to control operating costs while at the same time assisting the APA to meet its financial obligations. The Kodiak Island Borough Assembly believes that there are solutions to this dilemma with the full and free dissemination of information concerning the hydroelectric ; projects in these communities. BE IT FURTHER RESOLVED that such solutions guarantee long -term security to participating communities and include provisions for additional I �, appropriations to reduce debt along with the repeal of HB9.
