RESOLUTION NO. 33 -134 -R
A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY SUPPORTING THE
RURAL COMMUNITIES DECLARATION OF AN ECONOMIC CRISIS DUE TO THE ADVERSE SALMON
SEASON.
WHEREAS, the rural communities in the Kodiak Island Borough including
Akhiok, Karluk, Larsen Bay, Old Harbor, Ouzinkie and Port Lions have experienced
an adverse pink salmon season in which the 1983 forecast was for 12 million
fish and the actual catch was 4.5 million, and
WHEREAS, the average annual unemployment rate for the above identified
communities is 66 percent, and
WHEREAS, the poverty rate for average households according to federal
' poverty guidelines is 80 percent at or below $10,280 annually, and
WHEREAS, the decline in average fishing income over the last three
years has been as follows:

WHEREAS, the Kodiak Regional Mayors League on behalf of the rural
communities in the Kodiak Island Borough did on October 12, 1983 proclaim a
state of economic crisis and request immediate assistance to alleviate the
problem, and
WHEREAS, Alaska Statutes 44.33.285 provide that the Governor may,
upon recommendation by the Commissioner of Commerce and Economic Development,
designate by proclamation an area impacted by an economic disaster, and
WHEREAS, when an area is so designated, the legislature may appropriate
money for assistance grants and the Governor may recommend in his budget
submissions that capital projects planned for the area may be accelerated and
that new projects be funded for the area.
NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island Borough Assembly
that it hereby requests the Commissioner of Commerce and Economic Development
recommend to the Governor that a proclamation be prepared designating the rural
communities of Akhiok, Karluk, Larsen Bay, Old Harbor Ouzinkie and Port Lions
as areas impacted by an economic disaster in order that the legislature may
appropriate money for assistance grants and the Governor may recommend in his
budget submissions that capital projects planned for the area be accelerated
and that new projects be funded for the area.

BE IT FURTHER RESOLVED that the State also provide other assistance
in order to mitigate adverse impact faced by residents of these communities
in regards to the electrical service shut -off, loss of credit to purchase
fuel oil and groceries, defaulting on vessel and gear loans, and eviction
from federally subsidized housing.
