RESOLUTION NO. 83 -121 -R
A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY COMMENTING ON THE
BRISTOL BAY COOPERATIVE MANAGEMENT PLAN (BBCMP).
WHEREAS, the Kodiak Island Borough has an interest in the BBCMP,
since fishermen from the Kodiak area harvest resources in areas that will be
impacted by the plan; and
WHEREAS, the Kodiak Island Borough OCS Advisory Council is an
appointed, representative group of Borough residents that have reviewed the
BBCMP; and
WHEREAS, the OCS Advisory Council co- sponsored the local public
meeting on the BBCMP; and
WHEREAS, as a result of the discussion at the public meeting, the
OCS Advisory Council has recommended that the Kodiak Island Borough formally
comment on the BBCMP.
NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island Borough Assembly
that the following comments represent the official position of the Kodiak
Island Borough on the BBCMP:
1. The Kodiak Island Borough supports that part of the Bristol Bay
Cooperative Management Plan (Preferred Alternative) that deals with
the closure of anadromous streams to minerals entry and exploration;
and
2. The Kodiak Island Borough supports that part of the BBCMP
(Alternative No. 2) that does not recommend identified transportation
(oil and gas) corridors; and
3. The Kodiak Island Borough supports that part of the BBCMP
(Alternate No. 2) in that all State tidelands and waters be closed to oil
and gas leasing in Bristol Bay and that State tidelands and waters on the
Shelikof side of the Alaska Peninsula should also be closed to oil and
gas leasing; and
4. The Kodiak Island Borough expresses concern about the possible
implications for commercial fishermen, sports hunting, subsistence and
trapping of designating areas in the planning area as wilderness, .
