1983-116 Supporting An Adequate Budget For The Alaska Coastal Policy Council.A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY SUPPORTING AN ADEQUATE TRAVEL BUDGET FOR THE ALASKA COASTAL POLICY COUNCIL. WHEREAS, the Alaska Coastal Management Act of 1977 created the sixteen- member Alaska Coastal Policy Council comprised of seven State - agency heads and nine local elected officials whom the governor appoints from a list of names submitted by local officials in each of nine coastal regions defined in the Act; and WHEREAS, the Council has adopted standards for the Alaska Coastal Management Program and guidelines for developing district coastal management programs; and WHEREAS, the Council must review and approve district programs within ninety day after submittal (AS 46.40.070(d)) before they become part of the Alaska Coastal Management Program; and WHEREAS, each member of the Council is required to select one person to serve as a permanent alternate to attend and act in the place of the member, if the member is unable to attend meetings of the Council; and WHEREAS, since the formation of the Council it has been the desire of the members to travel to various communities throughout the State for hearings on district programs in order to consider the views of district residents when making decisions on district plans; and WHEREAS, the Council has not had an adequate travel budget to accomplish these objectives. NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough Assembly supports the need for an adequate travel budget for the Alaskan 'Coastal Policy Council to fund: 1. an adequate number of meetings for timely review and approval of district programs as provided in AS 46.40.070; 2. alternate member travel to all Council meetings for well - informed decision- making; and 3. travel by the Council to coastal communities when those communities district programs are under consideration and the programs are cause for State concern or local controversy.
