WHEREAS, the Kodiak Island Borough has a parcel of tentatively approved land, containing 125 acres, which is bounded on the north by the Bells Flats Alaska Subdivision and on the south by the Russian Creek Alaska Subdivision; and WHEREAS, Borough title to the land is subject to the material site grant until it is relinquished by the State of Alaska; and WHEREAS, Borough use of its property for public purposes is severely restricted by the Department of Transportation's material site grant; and WHEREAS, the land involved includes a salmon sport fishery and salmon habitat, unusable areas for gravel extraction, and other environmental concerns.
