DEVELOPMENT NECESSARY FOR SAID STRUCTURES; THE ISSUANCE OF GENERAL
OBLIGATION BONDS OF THE BOROUGH IN THE PRINCIPAL AMOUNT OF FIVE
HUNDRED THIRTY -FIVE THOUSAND FOUR HUNDRED and NO /100ths ($534,400.'0
DOLLARS FOR THE PURPOSE OF CONSTRUCTING A SEVEN HUNDRED FIFTY (750
SEAT AUDITORIUM AS PART OF THE BOROUGH EDUCATIONAL COMPLEX AT
KODIAK AND FOR THE ISSUANCE OF GENERAL OBLIGATION BONDS OF THE
BOROUGH IN THE PRINCIPAL AMOUNT OF THREE HUNDRED NINETY -THREE
OF NO/100ths 3 AS PARTOOF DOLLARS FOR THE PURPOSE BOROUGH EDUCATIONAL
COMPLEX AT KODIAK.
WHEREAS, at their regular general election held in the

"Borough ") on Tuesday, October 1, 1968, pursuant to resolution No.

"Shall the Kodiak Island Borough, State of Alaska, incur

bonds with interest at a rate not to exceed six per cent (6 %) per
annum, payable semi annually, all as is authorized by the Statutes
of the State of Alaska and provided by Resolution No. 68 -31 -R
of the Kodiak Island Borough, passed and approved the 5th day of
September, 1968."
PROPOSITION NUMBER 2:
"Shall the Kodiak Island Borough, State- of Alaska, incur
an indebtedness in a sum not exceeding FIVE HUNDRED THIRTY -FIVE
THOUSAND FOUR HUNDRED ($535,400.00) DOLLARS for the purpose of
constructing a seven hundred fifty (750) seat auditorium as part
of the Borough educational complex a �

such an auditorium, and pledge the full faith and credit of the
Kodiak Island Borough for the payment of any indebtedness so
incurred and issue general obligation bonds with interest at a rat=
not to exceed six per cent (6%) per annum, payable semi - annually,
all as authorized by the statutes of the State of Alaska and provi
ded by Resolution No. 68 -31 -R of the Kodiak Island Borough, passed
and approved the 5th day of September, 1968."
PROPOSITION NUMBER 3:
"Shall the Kodiak Island Borough, State of Alaska, incur
an indebtedness in a sum not exceeding THREE HUNDRED NINETY -THREE
THOUSAND FIFTY and NO /100ths ($393,050.00) DOLLARS for the purpose
of constructing a swimming pool as part of the Borough educational
complex at Kodiak, together with appurtenances and auxiliary space
and site development necessary for such swimming pool, and pledge
the full faith and credit of the Kodiak Island Borough for the
payment of any indebtedness so incurred and issue general obliga-
tion bonds with interest at a rate not to exceed six per cent (6%)
per annum payable semi - annually, all as authorized by the State of
Alaska and provided by resolution No. 68 -31 -R of the Kodiak Island
Borough passed and approved the 5th day of September, 1968."
AND WHEREAS, Article 9, Section 9 of the Constitution of
the State of Alaska provides that no debt shall be contracted by
any political subdivision of the State unless authorized for capit 1
improvements by its governing body and ratified by a majority vote
of those qualified to vote and voting on the question and
WHEREAS, The Borough Assembly having canvassed the votes
on the three (3) propositions voted on by the qualified electors o
the Kodiak Island Borough whose names appear on the last assessmen
roll or record of the Borough for the purposes of Borough taxation
on real property find that six hundred thirty (630) persons voted
on Proposition No. One of which three hundred forty -eight (348)
voted in favor of the indebtedness and two hundred eighty -two (282
voted against the indebtedness; that six hundred twenty -nine (629)
persons voted on Proposition No. Two of which one hundred ninety -
eight (198) voted in favor of the indebtedness and four hundred
thirty -one (431) voted against the indebtedness and that six hundr d
thirty -one (631) persons voted on Proposition No. Three of which t o
hundred fifty -five (255) voted in favor of the indebtedness and
three hundred seventy -SIX (376) voted against the indebtedness.

Now, therefore, BE IT RESOLVED, by the Borough Assembly
of the Kodiak Island Borough as follows
Section 1: Pursuant to the canvass of the votes the
Kodiak Island Borough Assembly finds that Proposition Number One
has been authorized by the duly qualified electors in the manner
provided by law and it is hereby found to be in the best interest
of the Borough and its inhabitants that the issuance of said bonds
be and the same are hereby authorized and that the same now be
sold and issued to provide funds to pay the cost of constructing
the improvements mentioned in Proposition Number One, to -wit:
The construction of basic educational high school facilities at
Kodiak; completion of the East Elementary School addition and
construction of an elementary school building and multi purpose
unit at Ouzinkie, Alaska, together with appurtenances and auxiliar;
space and site development necessary for said structures.
Section 2: As used in this resolution, the following
words shall have the following meanings:
A. The word "Borough" shall mean the Kodiak Island
Borough, Alaska, a municipal corporation duly organized and exist-
ing under the laws of the State of Alaska.
B. The word "Bonds" shall mean the general obligation
bonds of the Borough in the principal amount of THREE MILLION THRE*
HUNDRED THIRTY -FIVE THOUSAND and NO /100ths ($3,335,000.00) DOLLARS
the issuance of which was authorized by the qualified electors of
the Borough at the regular election held therein on October 1, 196
Section 3: The adoption by the qualified electors of
the Borough at the regular general election held therein on Octobe
1, 1968, of the following proposition:
PROPOSITION NUMBER 1:
"Shall the Kodiak Island Borough, State of Alaska, incur
an indebtedness in a sum not exceeding THREE MILLION THREE HUNDRED
