A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY PRO-
VIDING THAT AT THE REGULAR BOROUGH ELECTION TO BE HELD ON OCTOBER
1, 1968, THERE BE SUBMITTED TO THE DULY QUALIFIED ELECTORS OF THE
BOROUGH THE FOLLOWING THREE (3) PROPOSITIONS:
PROPOSITION NUMBER 1:
"Shall the Kodiak Island Borough, State of Alaska, incur
an indebtedness in a Sum not exceeding THREE MILLION THREE HUNDRED
AND THIRTY -EIGHT THOUSAND TWENTY -SEVEN and NO /100ths ($3,338,027.00
DOLLARS for the purpose of constructing basic educational high
school facilities at Kodiak; completion of the East Elementary
School addition and construction of an elementary school building
and multi - purpose unit at Ouzinkie, Alaska, together with appurten-
ances and auxiliary space and site development necessary for said
structures, and pledge the full faith and credit of the Kodiak
Island Borough to the payment of any indebtedness so incurred, and
general obligation bonds with interest at a rate not to excee
six per cent (6%) per annum, payable semi- annually, all as is
authorized by the Statutes of the State of Alaska and provided by
Resolution No. 68- , of the Kodiak Island Borough
and approved the 5th day of September, 1968." ' passed

THOUSAND FIFTY and No /100ths ($393,050.00) DOLLARS for the purpose
of constructing a swimming pool as a part of the Borough educationa
complex at Kodiak, together with appurtenances and auxiliary space
and site development necessary for such swimming pool, and pledge
the full faith and credit of the Kodiak Island Borough to the payme t
of any indebtedness so incurred, and issue general obligation bonds
with interest at a rate not to exceed six per cent (6%) per annum,
payable semi - annually, all as authorized by the State of Alaska and
provided by Resolution No. 68- 31-14 of the Kodiak Island Borough
passed and approved the 5th day of September, 1968."
WHEREAS, the Kodiak Island Borough, State of Alaska, is
duly authorized to issue general obligation bonds with interest at
a rate not to exceed six per cent (6,%) per annum, payable semi-

annually by virtue of sections 07.15.030 and 07.30.010, Alaska
Statutes, and
WHEREAS, the Constitution of the State of Alaska provide .
that no debt shall be contracted by any political subdivision of
the State, unless authorized for capital improvements by its
governing body and ratified by a majority vote of those qualified
to vote and voting on the question, and the Statutes of the State
of Alaska provide that only qualified voters whose names appear on
the last tax assessment roll or record of a Borough for purposes
of Borough taxation on real property may vote on a question of
incurring bonded indebtedness by a Borough;
NOW, THEREFORE, BE IT RESOLVED by the Borough Assembly
of the Kodiak Island Borough, State of Alaska:
Section 1: That at the general election to be held on
Tuesday, October 1, 1968, between the hours of 8:00 o'clock a.m.
and 8:00 o'clock p.m. of said day, there be submitted to the duly
qualified voters of the Kodiak Island Borough, whose names appear
on the last tax assessment roll or record of the Borough for
purposes of Borough taxation on real property, the following
propositions, to -wit:

Section 2: The manner of conducting and holding said

q election and detail thereof shall be in accordance with the requir(-
jl 1 ments of the State laws and Kodiak Island Borough Code of Ordinances
and Resolutions, and the Resolutions of the Kodiak Island Borough
pertaining to bond elections where applicable or procedurally
I adaptable for the purpose of approving or rejecting the authoriza-
tion of indebtedness or proposed bond issues, except as hereinafter
specifically provided. Each ballot shall set forth the above
propositions as set forth in Section One hereof, followed by the
words:

Section 3: All voters of the Kodiak Island Borough
whose names appear on the last tax assessment roll or record for
purposes of Borough taxation on real property and who are other-
wise qualified according to the laws of the State of Alaska and
Code of Ordinances and Resolutions of the Borough, shall be eligib9e
to vote at said election.
Section 4: The polls of said election shall be open
during the time prescribed in Section One of this Resolution and
the polling places for said election shall be as follows:

Section 5: The Clerk of the Kodiak Island Borough shall
issue and cause to be published and posted a

election in the manner following:
(a) A copy of the notice prescribed by this Resolution
shall be published in the Kodiak Mirror, a newspaper of general
circulation, published in the Kodiak Island rculationubliand Borough, for three (3)

consecutive weekly publications, which notice shall state the cur-
rent total bonded indebtedness, including authorized but unsold
bonds of the Borough, the cost of the debt service on the current
1 indebtedness; and the total assessed valuation within the Borough;
(b) Copies of the notice shall be posted in each pollin
place designated in Section Four of this Resolution and in additio
thereto, copies of the notice shall be posted at the front door
of the U.S. Post Office, at Kodiak, and at the City Hall in Kodiak4
i and at the front door of the Main School at Kodiak, and all such I
i
i notices shall be posted more than twenty (20) days prior to the
,f date of said election and the first publication of said notice
shall be more than twenty (20) days prior to the date of said
I election.
Section 6: The Kodiak Island Borough Assessor shall
prepare and certify to the election officials a true and correct
j list of all qualified electors whose names appear on the last tax
assessment roll or record of the Borough for purposes of Borough
taxation on real property.

signed by the Clerk of the Kodiak Island Borough and shall be
substantially in the following form:

Only qualified voters whose names appear on the last

If a majority or more of the qualified voters voting at
said election vote in favor of the propositions hereinabove set
forth, or any of them, the Borough Assembly of the Kodiak Island
Borough pursuant to the provisions of Section 07.15.030 and Section
07.30.010, will issue general obligation bonds for the purposes
set forth in the proposition approved by the voters and said general
obligation bonds to be in the amount of the proposition approved
by the voters and in series and denominations as may be required,
secured by a pledge of the full faith and credit of the Kodiak
Island Borough and take such further action as may be necessary.

BY:
Section 8: The judges and clerks of said election to
be hereafter appointed by resolution of the Borough Assembly shall
canvass the votes cast at said election on the propositions above
stated and shall prepare and file their returns of said election
with the Borough Assembly, stating in words and figures the number
of votes cast for and against each of the proposals voted upon, and
if the votes cast in the affirmative on any of said propositions
be not less than a majority of the votes cast on that proposition,
certify that the proposition carried and if otherwise, then that
the proposition failed, and to do the same with respect to each of
the propositions voted upon.
