RESOLUTION NUMBER 68 -19 -R
A RESOLUTION REfPMENDING THAT THE STATE OF ALASKA
INCLUDE A REVIEW OF STATE ASSISTANCE TO BOROUGHS AND
ORGANIZED SCHOOL DISTRICTS AS TO ADEQUACY UNDER ITS
FOPTH-OOEIIN(, COMPREHENSIVE STUDY OF THE TAX P%IGpAM
OF THE STATE OF ALASKA
WHEREAS, the organized Borough within the State of Alaska has, in
general, been in existence since 1964, and
WHEREAS, it is uniquely endowed with area -wide responsibilities
for schools, assessment and collection of local taxes, and oanprehensive
planning and zoning, thereby alleviating the State of Alaska of a
portion
of its burden for these programs, and
WHEREAS, except for support to education which has not kept pace
with rising costs, the area -vide Borough Government is unsupported by State -
shared revenues on an area -wide basis; receiving only revenues which are
unclaimed by cities within the Boroughs on a non- areawide basis, and
WHEREAS, the organized Borough is limited in its revenue resources
only to Peal and Personal Property Taxes and Sales Taxes which in many
instances fail to keep pace with the cost growth of mandatory functions,
then,
NOW THEREFORE THE KODIAK ISLAND BOROUGH ASSEMBLY RESOLVES and
hereby recommends to the State of Alaska to include a review of State
assistance to Boroughs and organized School Districts as to adequacy under
its forthcoming Comprehensive Study of the Tax
Program of the State of Alaska.
