1966-27 Establishing General Personnel Regulations For Borough Employees And Establishing A Pay Schedule ThereforeKODIAK ISLAND BOROUGH RESOLUTION NUMBER 66 -27 -R A RESOLUTION ESTABLISHING GENERAL PERSONNEL REGULATIONS FOR BOROUGH EMPLOYEES, AND ESTABLISHING A PAY SCHEDULE THEREFOR. BE IT RESOLVED by the KODIAK ISLAND BOROUGH ASSEMBLY, Kodiak, Alaska that: WHEREAS, it is desirable to recognize and encourage continuous service of experienced personnel. NOW, THEREFORE, BE IT RESOLVED that the following General Regulations and Pay Schedule be adopted as of July 1, 1966. GENERAL PUSONNEL REGULATIONS EFFECTIVE DATE: July 1, 1966 1. EYPES OF EMPLOYMENT A. Probationary: All employees appointed to full time permanent positions shall first serve a probationary period for the purpose of observing the employee's work, his adjustment to the new work required and for rejecting any employee whose performance does not meet the required standards. The probationary period shall begin immediately upon appointment and continue for three months. At any time during the proba- tionary period, an employee whose performance does not meet the required standards may be dismissed. There shall be no regourse to dismissal prior to completion of the probationary period. B. Permanent: Employees in this category are classified as full -time regular employees serving as part of the staff complement continuously required for performance of Borough services. Permanent employees are approved only upon comple- tion of their probationary period. 2. RATES OF PAT Employees shall be paid at the rate established in the Borough Employees Pay Schedule. All pay changes shall become effective coincidentally with the fiscal year. 3. LEAVE: Leave with pay shall accrue to all regulat employees at the rats of 1 -1/2 days for each full calendar month of service, but new employees may not take such leave, until after three months employment. For new hires, any employes a,nnlnvpv hawoon rho 'tor enA 15eh Ammo of ,ho month. inclusive, shall be considered to have worked the full month for leave purposes; and any employee employed after the 15th day of the month shall accrue no leave for that month. Leave may be used for vacation, periods of illness or to conduct personal business. An employee desiring to take leave shall submit an application on blanks provided by the Borough. Such applications shall be approved by the appropriate department head and the Borough Chairman, prior to taking leave. In case of illness, retroactive approval may be obtained. The maximum number of days of leave that may be accrued for any one employee at any one time is 36 days. The principal purpose of prividing leave benefits is to provide periods of vacation for Borough employees. Accrued leave shall not be paid to any employee who has resigned or is terminated from Borough employment with less than one year's service. Leave without pay, if approved by the Borough Chairman, may be granted to employees not to exceed 30 days. The procedure and approval shall be the same as preseribed for the granting of leave with pay. Leave without pay in excess of 30 days shall be subject to approval by the Borough Assembly. Special leave with pay may be granted to Borough employees for jury duty, or those who are members of the National Guard, to attend annual encampments. Application and approval procedure shall be the same as pre- scribed for regular leave with pay. Such special leave shall not be chargeable to the employee's regular accrual. The The - ee's regular rate of pay shall be exclusive of scheduled over - time pay. All employees applying for special leave to attend National Guard encampment shall attach a copy of his National Guard orders to the leave application. All employees granted such special leave shall furnish the Borough evidence as to the amount of National Guard pay received during the period of encampment. Such evidence may be in the form of a letter ., ..«.__.. _c .,-e v.r4n..a1 Curved unit. 1 J 1 i Leave benefits are not applicable to part -time or temporary employees. 4. HOLIDAYS: The following Holidays shall be recognized by the Borough: New Year's Day, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Alaska Day, Veteran's Day, Thanksgiving Day and Christmas. In the event of a recognized holiday falling on Saturday, the preceding Friday shall be ob- served. In the event of a recognized holiday falling on Sunday, the following Monday shall be observed. All employees shall be excused from work on recognized holidays, and special holidays declared by the President of the United States of the Governor of the State of Alaska, except where the activi- ties of the Borough require that regular or emergency work be performed. In the event holiday work is required, the rate of pay for employees working on holidays shall be two times the regular rate of pay. 5. ADDITIONAL BENEFITS: The Borough shall pay one -half of the cost of Blue Cross or other similar hospitalization plan. 6. EMPLOYMENT TERMINATIONS: A Employment may be terminated when ability to perform required duties falls below required standards, or for inefficiency, insubordination, habitual tardiness, use of intoxicating beverage on duty, or other just cause. • g, Except in an aggravated case where the best interests of the Borough will not be served, two weeks notice of termination will be given. C. An employee resigning his or her position shall give at lease two weeks notice to enable the Borough to make proper provision for filling the position. This requirement may be waived under extenuating circumstances, ouch as an immediate need for medical treatment, change of residence caused by unexpected military orders of the spouse, and similar circumstances. 1. OTHER EMPLOYMENT: No regular employee of the Borough shall engage in any occupation or outside activity which is incom- patible with his employment by the Borough, or adversely affects the performance of his or her municipal duties. -1 1 1 EMPLOYEES' PAY SCHEDULE, MONTHLY Clerk - Treasurer $1,000.00 Secretary 500.00 Cashier - Bookkeeper 475.00 Assessor 1,000.00 Assessing Clerk 450.00 In the event of termination of the Secretary of Bookkeeper, beginning salaries for these positions would be: Secretary 450.00 Cashier- Bookkeeper 425.00 Pay scales shall be reviewed annually during April to take effect the following fiscal year. Overtime pay shall be paid to the Secretary at the regular rate for taking minutes at meetings, and to other non- supertisory employees when overtime work is necessary, with the option of compensatory time for such work.
