KODIAK ISLAND BOROUGH
RESOLUTION NUNBER 66- /5%
A resolution of the KODIAK ISLAND BOROUGH ASSE ?BLY provid-
ing that at a special Borough Election to be held on ?lay 20 ,
1966, there by submitted to the duly aualified electors of the
. KODIAK ISLAND BOROUGH the following propositions:
Proposition No. One:
"Shall an additional area -wide power be granted to
the Kodiak Island Borough authorizing the Borough
to construct, maintat and operate a hospital and
enter into the health and sanitation field."
Proposition No. Two:
"If the majority of votes cast on Proposition No.
One are for addition of the power, shall the Kodiak
Island Borough, State of Alaska, incur indebtedness
in a sum not exceeding $300,000.00 for the purpose
of constructing a 22 -bed hospital, together with
appurtenances and auxiliary space and site development
necessary for said hospital, and pledge the full
faith and credit of the Kodiak Island Borough to
the payment of any indebtedness so incurred and
issue general obligation bonds with interest at a
rate not to exceed six percent (6 %) per annum, payable
semi - annually, over a period of twenty (20) years,
all as authorized by the statutes of the State of Alaska."
WHEREAS, the KODIAK ISLAND BOROUGH, State of Alaska, as
a second -class Borough, is authorized to acquire additional area -
widewpowers in the same manner as provided by Section 07.15.710,
throtjIS Section 07.15.800, and Section 07.15.350, and,
WHEREAS, the KODIAK ISLAND BOROUGH as petitioned the Local
Affairs Agency for an additional area -wide power to be granted to
maintain and operate a hospital and enter into the health and sani-
tation field and pursuant thereto the Petition has been reviewed
by the Local Affairs Agency and the Local Affairs Agency has conduc-
ted an investigation to determine the feasibility and practicability
of the Borough's exercising the additional power and reported its
findings to the Local Boundary Commission and thereafter the Local
Boundary Commissin held a hearing in the Borough for the purpose

of hearingpublic comment on the proposal for the additien to the
Borough's powers and the Local Affairs Agency has notified the
Borough Assembly after publication of its findings and these of the
Local Boundary Commission to hold an election in the Borough on the
question of adding to the Borough's powers, and,
WHEREAS, the KODIAK ISLAND BOROUGH, State of Alaska, is
duly authorized to issue general obligation bonds with interest at
a rate not to exceed six percent (6%) per annum payable semi - annual)
by virtue of Sections 07.15.030 and 07.30.010, Alaska Statutes, and,
WHEREAS, the Statutes of the State of Alaska provide that
the Assembly shall call for an election to be held to determine
whether the Borough shall add to its powers, and,
WHEREAS, the Statutes of the State of Alaska provide that
the incurring of indebtedness shall be authorized pursuant to a
ivote of not less than a majority of the qualified electors of the
' KODIAK ISLAND BOROUGH voting at such election, whose names appear
on the last tax assessment roll or record of the Borough for pur-
poses of Borough taxation at an election called for that purpose;
' NOW, THEREFORE, BE IT RESOLVED by the BOROUGH ASSEMBLY cf
the KODIAK ISLAND BOROUGH, State of Alaska:
Section One: That at a special election to be held on
Tuesday, the 2 _day of May, 1966, between the hours of eight
o'clock a.m. and eight o'clock p.m. of said date, there be submitt-
ed to the duly qualified electors of the KODIAK ISLAND BOROUGH, the
following proposition:
Proposition No. One:
"Shall an additional area -wide power be granted to the
Kodiak Island Borough authorizing the Borough to
construct, maintain and operate a hospital and enter
into the health and sanitation field.'
and there be submitted to the duly qualified electors of
the KODIAK ISLAND BOROUGH whose names appear on the last tax assess-
ment roll or record- for the purpose of taxation for said KODIAK
ISLAND BOROUGH prepared for the fiscal yar of 1965 -66, the follow-
ing proposition, to -wit:

Proposition No. Two:
- "If the majority of votes cast on Proposition
One are for addition of the power, shall the Kodiak
Island Borough, State of Alaska, incur indebtedness
in a sum not exceeding $300,000.00 for the purpose
of constructing a 22 -bed hospital, together with
appurtenances and auxiliary space and site development
necessary for said hospital, and pledge the full
faith and credit of the Kodiak Island Borough to the
payment of any indebtedness so incurred and issue general
obligation bonds with interest at a rate not to
exceed six percent (6 %) per annum, payable semi-
annually over a period of twenty (20) years, all as
authorized by the Statutes ofthe State of Alaska."
Section Two: The manner of conducting and holding said
election and detail thereof shall be in accordance with the require-
ments of the state laws and Kodiak Island Borough Ordinanee No. 65-
4, and any resolutions of the KODIAK ISLAND BOROUGH as to special
elections and bond elections for applicable or procedurally adapt
able to special elections or bond elections for the purpose of
approving or rejecting an additiaial area -wide power and for the
purpose of approving or rejecting the authorization of indebtedness
and proposed bond issue, except as hereinafter specifically provid-
ed. One ballot shall set forth Proposition No. One as set forth
in Section One, followed by the words:
"Additional area -wide power - hospital, health and

Together with specified instructions as to the manner in
which the ballot shall be marked.
One ballot shall set forth the above proposition No. Two,
as set forth in Section One, followed by the words:

Section. Three: Any person who is a qualified voter in

All voters of the KODIAK ISLAND BOROUGH whose names appear
on the last assessment roll or record for taxation purposes in the
Borough, the same being the tax rolls prepared for the fiscal year
1965 -6 for the KODIAK ISLAND BOROUGH, who are otherwise qualified
1 according to laws of the State of Alaska, and Resolutions of the
Borough, shall be eligible to vote on Proposition No. Two at said
I election.
Section Four: The polls of said election shall be open
I during the time prescribed in Section One of this resolution and
the polling places for said election shall be as follows:

The boundaries of all precincts are as defined in the
ordinances and resolutions of the KODIAK ISLAND BOROUGH, all poll-
ing places will be open f eight o'clock a.m. until eight o'clock
p.m. on Tuesday, the 2r- -4 day of May, 1966.
Section Five: The Clerk of the KODIAK ISLAND BOROUGH
shall cause and issue to be published and posted a public notice
of this election in the manner following:
(A) A copy of the notice prescribed by this resolution
shall be published in the Kodiak Mirror, a newspaper of general
circulation published in the Borough for three (3) consecutive
weekly publications, which notice shall state the two propositions
to be voted on as Propositions No. One and Two, set forth in Sec-
tion One of this resolution, the qualifications of the voters for
each proposition, and which notice shall state the•current total

'bonded indebtedness, including authorized but unsold bonds of the
Borough, the. cost of the debt service of the current indebtedness,
and the total assessed valuation within the Borough;
(8) Copies of the notice shall be posted at Each polling
place designated in Section Four of this resolutim and in addition
thereto, copies of the notice shall be posted at the front door
of the U.S. Post Office at Kodiak and at the City Hall in Kodiak
1 . and at the front door of the Main School at Kodiak, and all such
notices shall be posted more than twenty (20) days prior to the
date of said election and the first publicatix of said notice shall
be no more than twenty (20) days prior to the date of said election.
Section Six: The KODIAK ISLAND BOROUGH Assessor shall
p2. pare and certify to the election officials a true and correct
list of all qualified electors whose names appear on the last tax
assessment roll or record of the Borough for purposes of Borough
taxation on real property, which roll or record was prepared for
the fiscal year 1965 -66, for the KODIAK ISLAND BOROUGH.
Section Seven: The notice of the Special Election shall
be signed by the Clerk of the KODIAK ISLAND BOROUGH and shall be
substantially in the following form:

At a Special Electio to be held in the Kodiak Island
Borough, on Tuesday, the day of Nay, 1966, the following
propos }tions will be submitted to the qualified voters of the
Kodiak Island Borough:

The boundaries of all precincts are as defined in the
1 ordinances and resolutions of the KODIAK ISLAND BOROUGH and the
Administrative Code of the State of Alaska, and emergency regula-
itions of the Secretary of State.
The current total bonded indebtedness, including authoriz-
ed but unsold bonds of the Kodiak Island Borough as of this dateis
$1,250,000.00.
The annual cost of debt service on the current indebtedats
is $53,675.00, which relates only to a bond issue in the amount of
$500,000.00, which has been sold and not to a $750,000.00 bond
tsue, which has not been sold as of this date.
f The total assessed valuation within the Kodiak Island
Borough is $36,865.425.00.
Any person who is a qualified voter in Alaska and is a
resident of the Kodiak Island Borough is a qualified voter as to
' Proposition No. One and only qualified voters whose names appear
, on the last tax assessment roll or record of the Kodiak Island
Borough for purposes of Borough taxation upon real property may
vote on proposition No. Two, the question of incurring bonded
indebtedness.
If a majority or more of the qualified voters voting at
said election vote in favor of Proposition No. One hereinabove set
forth, the Borough Chairman shall so certify to the Local Affairs
Agency and the proposal to add the power is accepted.
If a majority of or more of the qualified voters voting
at said election vote in favor of Proposition No. Two hereinabove
set forth, the Borough Assembly of the Kodiak Island Borough pur-
suant to the provisions of Section 07.15.030 and Section 07.30.010
, will issue general obligation bonds for the purposes heretofore
stated in amounts not to exceed $300,000.00, and in series and
denominations as may be required, secured by a pledge of the full
faith and credit of the Kodiak Island Borough and take such further
action as may be necessary.

Section Eight: The Judges and Clerks of said election
to. be hereafter appointed by resolution of the Borough Assembly,
shall canvass the votes cast at said election on the propositions
above - stated, and shall prepare and file their returns of said elec-
tion with the Borough Assembly, stating in words and figures, the
numbers of votes cast for and against each proposal voted upon,
! and if the votes cast in the affirmative for Proposition : +o. One
be not less than a majaity of the votes cast at such election,
certify that the Propositin carried and if otherwise, then that
the Proposition failed, and if the votes cast in the affirmative
of Proposition No. Two be not less than a majority of the votes
cast at such election certify that the proposition carried and if
otherwise, then that the proposition failed.
Section Nine: That if Propositin No. One is certified
by the election officials as having received the required majority
of qualified votes for approval, and having been thereby regularly
carried, then the Borough Chairman shall so certify to the Local
Affairs Agency and if Proposition No. Two is certified by the
election officials as having been thereby regularly carried, then
the Borough Assembly of the KODIAK ISLAND BOROUGH upon canvass of
returns made, in their discretion, may authorize the issuance cf
general obligation bonds in amounts, the total ci' shall not
exceed $300,000.00, plus interest at a rate not to exceed six per -
cent (6 %) per annum, payable semi - annually over a period of twenty
(20) years, the proceeds thereof shall be used by the Borough
Assembly of the KODIAK ISLAND BOROUGH for the purposes described
in Section One above, and shall be issued in such series _rid .
