11/12/98A special meeting of the Kodiak Island Borough Assembly was held November 12, 1998 in the Conference Room of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 7:30 p.m. There were present: ROLL CALL Mayor: Gary L. Stevens (Absent) Assemblymembers: Scott Arndt, presiding Tom Abell Tuck Bonney Pat Branson Robin Heinrichs Wayne Stevens (one seat vacant) comprising a quorum of the Assembly; and Tom Manninen, Manager Donna Smith CMC /AAE, Clerk Judi Nielsen CMC, Deputy Clerk KODIAK ISLAND BOROUGH Special Assembly Meeting November 12, 1998 Mayor Stevens was attending the National Marine Fisheries Service public hearings in Anchorage and asked to be excused. HEINRICHS, moved to excuse seconded by STEVENS Mayor Stevens. VOTE ON MOTION TO EXCUSE MOTION CARRIED ITEMS OF BUSINESS HEINRICHS, seconded by STEVENS Special Assembly Meeting November 12, 1998 Unanimous voice vote moved to nominate the following slate of candidates to an assembly SPECIAL MEETING ITEMS OF BUSINESS 1. Appointment to Kodiak Island Borough Assembly. APPOINTMENT TO KIB ASSEMBLY Volume XXIV Page 228 BONNEY, ABELL, Assemblymember Wayne Stevens declined. Special Assembly Meeting November 12, 1998 seat to expire October 17, 1999: Dana Carros, Bob Johnson, Sally Magnusen, Tom Quick, Greg Spalinger, Darlene Turner, and Alan Verbitsky. (Clerk's Note: Walter Stewart and Reed Oswalt withdrew their applications.) As a result of the first casting of ballots by the Assembly and calculation of the ballots, Clerk Smith announced that no applicant received four votes. She said the two receiving the highest number of votes were Greg Spalinger and Darlene Turner and asked the Assembly to cast another ballot. As a result of a second casting of ballots by the Assembly and calculation of the ballots, Clerk Smith announced that Greg Spalinger received four votes and, therefore, was elected to fill the assembly seat vacated by Assemblymember Gary Stevens. 2. Newly- appointed Assemblymember's Oath of Office. Clerk Smith administered the oath of office to newly - appointed Assemblymember Greg Spalinger. Assemblymember Spalinger took his seat as an Assemblymember. REORGANIZATION OF THE ASSEMBLY 1. Election of Deputy Mayor. Nominations for deputy mayor were opened. nominated Assemblymember Robin Heinrichs. nominated Assemblymember Wayne Stevens. OATH OF OFFICE REORGANIZATION OF THE ASSEMBLY ELECTION OF DEPUTY MAYOR Volume XXIV Page 229 No additional nominations were forthcoming. Assemblymember Robin Heinrichs was elected to deputy mayor by unanimous consent. Deputy Mayor Heinrichs assumed the chair. There being no further business to come before the ADJOURNMENT Assembly, the meeting adjourned at 7:45 p.m. \Donna F.
