Stevens Assemblymembers: Scott Arndt Robin Heinrichs absent: Tuck Bonney (one seat vacant) Donna Smith CMC /AAE, Clerk Special Assembly Meeting November 3, 1998 KODIAK ISLAND BOROUGH Special Assembly Meeting November 3, 1998 A special meeting of the Kodiak Island Borough Assembly was held November 3, 1998 in the Conference Room of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 9:18 p.m. There were present: ROLL CALL Tom Abell Wayne Stevens Pat Branson comprising a quorum of the Assembly; and A. Resolution No. 98 -34 Requesting Mitigation of RESOLUTION Proposed Sea Lion Protection Measures in the NO. 98 -34 Gulf of Alaska and Bering Sea. Presented for consideration was Resolution No. 98 -34 that, if adopted, urged the Alaska Municipal League to request that the National Marine Fisheries Service analyze the effects of the current Stellar Sea Lion protection measures before implementing additional measures. HEINRICHS, moved to adopt seconded by ARNDT Resolution No. 98 -34. Assemblymember Arndt wondered how many fisheries would be closed by the Endangered Species Act implementation. Assemblymember Stevens reported it had the potential to close any fishery in areas SPECIAL MEETING Volume XXIV Page 225 impacted by Steller Sea Lions listed as an endangered species, such as Kodiak, Seward, Sand Point, and King Cove. Assemblymember Heinrichs did not see a cause and effect relationship between closing the areas and preserving the Steller Sea Lion species. Assemblymember Stevens encouraged consulting with Chris Blackburn of the Alaska Groundfish Data Bank. He saw no link between the closure of fisheries and the expectation of rebound. A recess was called at 9:25 in order to place a phone call to Chris Blackburn. The meeting was called back to order. As a result of the conversation with Ms. Blackburn, the following amendment was offered. STEVENS, seconded by ARNDT moved to amend Resolution No. 98 -34 by adding as the fourth WHEREAS the following: "WHEREAS, no scientific analysis has shown a relationship between the pollock fishery and the Sea Lion decline and there is no evidence that any closure of pollock fishing will ensure that the Sea Lion population will rebound; and ". Assemblymember Heinrichs felt the amendment strengthened the resolution. He felt strongly that the Assembly could not sit by and allow this to happen with no comment. VOTE ON MOTION TO AMEND Ayes: Abell, Arndt, Heinrichs, Stevens Special Assembly Meeting November 3, 1998 Volume XXIV Page 226 Noes: None Absent: Bonney, Branson MOTION CARRIED Unanimous Assemblymember Heinrichs wondered if a Borough representative should participate in the public hearing process during the National Marine Fisheries Service hearings in Anchorage on November 12, 1998. Mayor Stevens said he would be available to attend the hearings. Assemblymember Stevens indicated he would fax the resolution to the executive board of the Southwest Alaska Municipal League ( SWAMC) for their support. Assemblymember Heinrichs agreed that additional resolutions from SWAMC, the Alaska Conference of Mayors, and the Alaska Municipal League would be helpful. VOTE ON MOTION TO ADOPT AS AMENDED Ayes: Arndt, Heinrichs, Stevens, Abell Noes: None Absent: Bonney, Branson MOTION CARRIED Unanimous There being no further business to come before the ADJOURNMENT Assembly, the meeting adjourned at 9:46 p.m. G.ry L.
