02/21/1991 RMA regular meeting of the Kodiak Island Borough Assembly was held February 21, 1991 in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 7:30 p.m. The invocation was given by Bob Wick, Associate Pastor of the Kodiak Bible Chapel, followed by the Pledge of Allegiance. There were present: Jack McFarland, Betty Fitzjearl Suzanne Hancock Mary Monroe comprising a quorum KODIAK ISLAND BOROUGH Regular Assembly Meeting February 21, 1991 Presiding Gordon Gould Mike Milligan Gary Stevens of the assembly; and Linda Freed, Acting Mayor Gaye J. Student of the Month STUDENT OF TF MONTH Acting Mayor Linda Freed presented the Student of the Month award to Tracie Squartsoff, Ouzinkie High School junior. CITIZENS' COMMENTS None. COMMITTEE REPORTS Robin Heinrichs, Planning & Zoning Commission representative, reviewed their regular meeting of February 20th. The Commission looked forward to meeting with the Assembly on the comprehensive plan draft. Assemblymember Gould thanked the Commission for the work and time put into issues brought before them. Mr. Heinrichs also thanked the Assembly for sending a representative from the Assembly to their meetings. Assemblymember Stevens reported on the school budget review. He said the governor's actions regarding education were yet unknown. He spoke to the special education programs at the schools and the increase in the numbers in the program with the budget staying the same. Assemblymember Milligan reported on his attendance at the Ports & Harbors Public Safety Committee meetings during Legislative Committee meetings in Juneau. He was excited about the government being accessible to ordinary people. Assemblymember Hancock sat on the Land Use & Resources committee in Juneau, and the thrust of the conversations were the mental health lands trust issue. The Presiding Officer met with the Data Processing Steering Committee to discuss a disaster plan for the computer system the Borough and school district share. He said the Borough's auditing firm, Price Waterhouse, would review the plan. He met with the Planning & Zoning Commission and complimented the commissioners for the job they do. Regular Assembly Meeting February 21. 1991 KIBS 104292 CITIZENS' COMMENTS COMMITTEE REPORTS Volume XIV Page 48 A. Ordinance No. 91 -01 Adopting the 1990 National ORDINANCE Electrical Code. NO. 91 -01 Presented for consideration was Ordinance No. 91 -01 which, if adopted, would regulate the electrical installations in buildings and structures in the Borough. GOULD, moved to adopt seconded by FITZJEARL Ordinance No. 91 -01. Acting Mayor Freed reported that on January 15th both the Borough's Architectural Review Board and the City's Building Code of Appeals discussed the adoption of this code with the state electrical inspector, Preston Williams, and voted unanimously the Borough and City adopt the code. The presiding officer called for public testimony. Bill Beaty, chairman of the Architectural Review Board, supported adoption of the ordinance. He noted the new code was upgraded and adopted every three years and was to the benefit of public health and welfare. In response to questions, he noted the one exception to the code was outside disconnects on services. Presiding Officer McFarland closed the public hearing and reconvened the regular meeting. BID AWARDS BID AWARDS 1. Pickup Truck for Fire Protection Area No. PICKUP TRUCK 1 /Bayside Fire Department. GOULD, moved to award purchase seconded by STEVENS of a 4 -wheel drive, 3/4 ton, 1991 Dodge pickup truck to Kodiak Auto Center in an amount NTE $17,200 to be included in the supplemental budget of Fire Protection Area No. 1. The Presiding Officer asked Scott Arndt, Fire Protection Area No. 1 Advisory Board chairman, to answer questions from Assemblymembers. In response to a budget question, he said there was a line item in the budget under machinery and equipment for the pickup truck; therefore, there would be no supplemental request. GOULD, seconded by STEVENS The Presiding Office ruled passage of the amendment would pass the main motion. In response to a question from Assemblymember Stevens, Acting Mayor Freed explained the differences in the bid amounts and that staff had recommended the pickup truck be purchased off the lot. When asked about the condition of the present vehicle, Mr. Arndt responded that it was in poor condition and needed to be off the road. Application for Restaurant Designation Permit. STEVENS, seconded by GOULD Zimmerman, Inc. DBA: Hangar Four Kodiak State Airport Kodiak Alaska 99615 Applicant: Ronald C. Brockman moved to approve the restaurant designation permit 1 and 2 for Hangar Four. Presiding Officer McFarland said the history of the Assembly had been to require a screening, such as hanging plants, lattice work, etc., as a condition of approval. FITZJEARL, seconded by STEVENS Discussion ensued regarding the screening being approved by the Assembly. It was pointed out that since Title 4 of the Alaska Statutes define the regulations, there was no need for the amendment. GOULD, seconded by MONROE Regular Assembly Meeting February 21, 1991 moved to amend to include a screening between the bar area and restaurant area to include flowers, plants, lattice work, or a wall with prior approval by the Assembly move to amend to delete the words "prior approval by the Assembly." KIBS104296 INFORMATIONAL MATERIALS MINUTES OF OTHER MEETINGS Volume XIV Page 52 Assemblymember Stevens participated in an Southwest Alaska Municipal League audio - conference concerning a request from Glenn Olds, Commissioner of Commerce, to discuss future economic development in this area. He reported Paul Fuhs, the Mayor of Unalaska, had been appointed the Director of Economic Development. Assemblymember Hancock elaborated on the Legislative Committee meetings in Juneau. She thinks Kodiak had a lot to look forward to as there would be money for capital projects to stimulate economic development. Assemblymember Milligan spoke on sending solid firm messages to youth through government officials. He commented on the emperor geese in Womens Bay. Presiding Officer McFarland attended the committee meetings in Juneau and felt the legislature seemed more united than in prior S He many legislators on issues such asmentalLhealthto lands, municipal assistance and revenue sharing, an ocean -going ferry, Mill Bay Road and Rezanof Drive. He said the Alaska Municipal League had gained more and more prestige in providing information to the legislature. C. OTHER None CITIZENS' COMMENTS None. ASSEMBLYMEN'S COMMENTS Assemblymember Gould congratulated Shari Smith, Kodiak High School senior, on being chosen to play in the Alaska Basketball Coaches Association All -State Games.
