09/21/1989KW/AK ISLAND BOROUGH Regular Assembly Meeting September 21, 1989 A regular meeting of the Kodiak Island Borough Assembly was held September 21, 1989, in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 7:37 p.m. The invocation was given by Father Terrence Mulkerin of the Star of the Sea Chapel, U.S. Coast Guard Station, followed by the Pledge of Allegiance. BOROUGH RAZOR Mayor Selby proclaimed the week of September 17-23, 1989 as Constitution Week in commemoration of the 202nd anniversary of the signing of the United States Constitution and urged all citizens to pay special attention to the United States Constitu- tion and the advantages of American citizenship. ACS APPROVAL OF CONSENT AGENDA APPROVAL OF MINUTES CITIZENS' COMMENTS COMMITTEE REPORTS PUBLIC NEARING MESSAGES FROM MAYOR Kodiak Island Borough Regular Assembly Meeting He reported on the allocation of funds Erom the Department of MESSAGES FROM Community and Regional Affairs as well as additional health and MAYOR social service funds. The borough will be getting an additional Mental Health position and an additional alcohol position for FY90 plus a number of individuals to deal with mental health and alcoholism problems in the villages. The main funding from the DCRA grant funds was for the socio- economic impact study of all the communities. He said the total requests submitted amounted to $12 million with only $1 million to allocate. RESOLUTIONS RESOLUTIONS Resolution No. 89 -67 -R Urging The Legislature To Pass A RESOLUTION Supplemental Appropriation For Full Funding Of The NO. 89 -67 -R School Debt Reimbursement. This item was previously approved under the "Consent Agenda." Resolution No. 89 -68 -R Supporting The Alaska Municipal RESOLUTION League. NO. 89 -68 -8 PARKER, moved to adopt Resolution seconded by AUSTERMAN No. 89 -68 -R. Mayor Selby explained the resolution had been requested by the Alaska Municipal League to reiterate the borough's support. He said one municipality had indicated it might not renew its AML membership, and this resolution urged them to raise above their local differences and continue to support AML. Oil Spill Memorial STEVENS, seconded by PARKER KIBS103927 moved to approve election workers for the October 3 regular borough election. Unanimous Voice Vote moved to authorize an RFP for an oil spill memorial to be placed in the Kodiak High School Auditorium foyer. ORDINANCES FOR INTRODUCTION OTHER ITEMS September 21, 1989 Page 34 APPROVAL OF ELECTION WORKERS OIL SPILL MEMORIAL Kodiak Island Borough Regular Assembly Meeting Assemblyman Parker noted there were two considerations to be identified in the proposal. One was the intent of the assembly that the memorial be a photographic or video type, and the proposal should tie in the services of an archivist so the materials presented would benefit to the community for a long period of time. Mayor Selby said both a photo and video memorial could be done. He stated a video presentation which summarizes the oil spill would be ready in ten days as it had been in process during the spill. He added that a photographic memorial would take more time. Presiding Officer White stressed the memorial should be photo- graphic in nature. Assemblyman Stevens thought the committee that selected the art for the auditorium should be included since the money would be coming from the auditorium art acquisition fund. Ideas for the memorial were discussed among assemblymembers. MOTION CARRIED Unanimous Voice Vote 3. Exxon Shoreline Monitoring Agreement EXXON SHORELINE MONITORING AGREEMENT PARKER, moved to approve Exxon seconded by STEVENS shoreline monitoring agreement. Mayor Selby explained the agreement was the net result of the joint effort of the villages, city of Kodiak, and the borough to come up with a monitoring agreement which was satisfactory from their perspective. ASSEMBLYMEN'S COMMENTS ASSEMBLYMEN'S COMMENTS Assemblyman Austerman questioned the procedure to be used in the shoreline monitoring. He also thanked the election workers who will be working the October 3, 1989 election. Assemblyman Parker read a letter signed by 76 residents of Service District #1 (Woodland Arces) requesting lighting at the corner of Rezanof Drive East and Puffin Drive. He said this request typifies the type of concerns within the community, and the type issues coming before the assembly and service districts as a result of a growing community. Assemblyman Stevens encouraged those residents who were requesting additional services to meet with the city council regarding annexation. He also questioned the statue of the King Crab study. An update was given by Lorne White and a discussion on efforts made in King Crab enhancement in South America. September 21, 1989 Page 35 KIBS103 NEW BUSINESS OTHER ITEMS OIL SPILL MEMORIAL (continued) Kodiak Island Borough Regular Assembly Meeting Also, Mayor Selby mentioned that two new ground fish management ASSEMBLYMEN'S proposals had been developed and turned into the North Pacific COMMENTS Fisheries Management Council from the Southwest Alaska Municipal Conference as a result of efforts by Brad Gilman, the borough consultant in Washington D.C. and other Alaskans, on the onshore /offshore fish conservation issue. He said copies of the proposals would be available to the assemblymembers. Presiding Officer White announced the assembly would meet in work session on Thursday, September 28, 1989 at 7:3O p.m.; and the next regular meeting would be held on Thursday, October 5, 1989, at 7:3O p.m. He also reminded everyone to remember to vote in the October 3 election.
