08/24/1989KIBS103917 Worst WAND BOROUGH Special Assembly Meeting August 24, 1989 A special meeting of the Kodiak Island Borough Assembly was held August 24, 1989, in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 7:03 p.m. There were present: Ann Barker, Presiding Tom Merriman Wayne Stevens Alan Austerman John Parker Excused: Jack McFarland (Excused) Lorne White (Excused) comprising a quorum of the assembly; and Linda Freed, Acting Borough Mayor Gaye Vaughan, Borough Clerk ITEMS OP BI SW= SPECIAL MEETING ROLL CALL ITEMS OP BUSINESS A. Notice to Rescind Resolution No. 89 -56 -R Placing the Election RESCIND RESOLUTION of a Charter Commission on the October 1989 Ballot. NO. 89 -56 -R AUSTERMAN, moved to rescind Resolution seconded by MERRIMAN No. 89 -56 -R. Assemblymember Barker noted there were citizens in the audience who might like to speak and requested the assembly to permit public comment. The assemblymembers concurred with the request. Wilton White, member of the Consolidation Committee, stated he was unaware of the reason for this meeting and wondered what the assembly action would be if these resolutions were rescinded. Noreen Thompson, member of the Kodiak city council, supported the rescission of the resolution to form a Charter Commission. Assemblymember Austerman responded to Mr. White's question stating that he did not know what the assembly's action would be if the resolution to form a charter commission was rescinded. He said the resolution had been rushed through the assembly in order to get it on the ballot. He thought it might have been pushed through before the assembly was ready and noted the assembly could always hold a special election when the people knew more about consolidation. Presiding Officer Barker passed the gavel to Assemblyman Austerman. Assemblymember Barker felt that the voters clearly asked the assembly to look at consolidation. She thought the next step should be the formation of a Charter Commission to let the commu- nity know how a combined government would actually work. She could not see where the assembly would go next if they did not place the formation of a Charter Commission on the ballot at this time. She said she would vote against rescinding the two resolutions. Assemblyman Stevens stated that he had concurred with Assemblymember Barker's feelings up until a week ago. He felt the assembly had askewed the recommendations of the Consolidation Committee and the direction of the assembly when the Consolidation Committee was appointed eighteen months ago. He felt the assembly needed to back up and start over again. Assemblyman Stevens said the city council had approached the borough assembly and expressed a willingness to proceed with an annexation of certain portions north of the city. He said if the city council indicated their willingness to proceed with the annexation in a timely manner, he would vote for rescinding these resolution. She was not sure annexation would adequately address the question of streamlining the government. Assemblyman Stevens affirmed that while there were two separate distinct governmental bodies on the road system, the primary functions of both governments did not overlap. He listed the various functions of each body and noted in the few areas where these functions overlapped, progress had been made to combine them. MERRIMAN, moved to rescind Resolution seconded by AUSTERMAN No. 89 -57 -R.
