01/05/1989KIBS103785 KODIAK ISLAND BOROUGH Regular Assembly Meeting January 5, 1989 A regular meeting of the Kodiak Island Borough Assembly was held January 5, 1989, in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 7:34 p.m. (A verbatim record is on file in the Clerk's office) The invocation was given by the Reverend Don McCullough of the Church of the Nazarene followed by the Pledge of Allegiance. There were present: Lorne White, Presiding Jack McFarland Alan Parkerman Wayne Stevens John Parker Absent: Ann Barker (Excused) Tom Merriman (Excused) comprising a quorum of the assembly; and Jerome Selby, Borough Mayor Linda Freed, Community Development Director Gaye Vaughan, Borough Clerk APPROVAL OF AGEDA PARKER, seconded by STEVENS MOTION CARRIED calor AGIRMA The items on the consent agenda were read aloud by the Borough Clerk. This item was previously approved under the "Consent Agenda." CITIZENS' CqDIENTB Mayor Selby presented the Employee of the Month Award to Jan Pennington, Administrative Assistant at the K.I.B. Mental Health Department. Also, Mayor Selby presented Martha Randolph with a Certificate of Appreciation for her time and effort while serving as a member of Service District No. 1 Board of Supervisors. CORNMa MOEN A. BOARDS AND COMMISSic Kodiak Island Borough Regular Assembly Meeting Minutes The presiding officer called for public testimony. Lorna Arndt could not understand why the borough had to offer such high salaries to attract individuals to fill positions. She said the Coast Guard base did not have problems finding people to fill their civil service positions and the pay was less. She expressed her thoughts regarding the taxes in Kodiak. She suggested the borough look for ways to cut corners such as job training programs. The presiding officer closed the public testimony and reconvened the assembly. Assemblyman Stevens explained the ordinance adjusted only three borough positions, and the recommendations for these adjustments were presented to the assembly by the Personnel Board. He said it was his understanding that the adjustments would not cause an increase in the budget this year. He concurred with Mrs. Arndt's suggestion that the "On the Job Partnership Training Act" was an excellent way for private industry, non - profit organizations, and government to find additional grant money to assist in payment of entry level positions, but he pointed out these three borough positions were beyond entry level. VOTE ON MOTION MOTION CARRIED MESSAGES FROM 196 80600® 161106 Mayor Selby reported that the Coffman Associates Airport Consultants contract had been signed and work was proceeding. He said the schedule called for completion of the work in time for the group to meet with the assembly prior to the budget hearings in May. TO REQUEST PROPOSALS MCFAALAND, LANDFILL DUMP TRUC seconded by AUSTERMAN move to authorize request for proposals for a dump truck for the landfill. At Assemblyman Austerman's request, Mayor Selby explained borough was requesting proposals for a ten - cubic- yard the diesel- powered dump truck which should be no more than five years old. Assemblyman Parker expressed his doubts about the possibility of the borough finding a diesel - powered dump truck in the 520,000 to 530,000 price range. OTHER None cznzza ' COMM None +me'S CDlS®nS Assemblyman Austerman congratulated and thanked those individuals who volunteered to serve on borough committees and stated the committees were a vital part of the overall system. Assemblyman Stevens also thanked the individuals who volunteered to serve on borough boards and commissions and said their work was appreciated. He noted that in the successful running of any government, it was important to have citizens' comments and participation. Assemblyman McFarland referring to Mrs. Arndt's comments suggested that Mrs. Arndt might attend work sessions or call assemblymembers to alleviate her concerns.
