Ordinance No. 88 -29 -0 Amending The K.I.B. Personnel Rules And Regulations Regarding Probation Period And Temporary Hire /Temporary Assignment. GREGG, moved to adopt Ordinance seconded by MCFARLAND No. 88 -29 -0. The presiding officer called for public testimony. J. T. Grogan voiced his concern over ordinances being passed without a single member of the public testifying at the public hearing. He believed this ordinance was good and recommended the assembly pass it. The presiding officer closed the public testimony and reconvened the assembly. At the request of Assemblyman McFarland, Mayor Selby explained the ordinance was written to clarify several sections in the personnel policy regarding temporary employment and probationary periods for new employees. RESOLUTIONS VOTE ON MOTION TO ADOPT None Unanimous Mayor Selby proclaimed October 24, 1988 as "United Nations Dav" and urged the citizens of Kodiak to learn more about the operations of the United Nations. Donna Schmidt received the proclamation on behalf of the Alaska Association of University Women. AUSTERMAN, moved to adopt Resolution seconded by MERRIMAN No. 88 -70 -R. Presiding Officer White noted the city of Kodiak had a population of 6,686 and the remainder of the borough had a population of 7,688 for a total population of 14,375 individuals. RESOLUTION NO. 88 -71 -R Kodiak Island Borough Regular Assembly Meeting VOTE ON MOTION TO ADOPT Ayes: Noes: None MOTION CARRIED Unanimous Presiding Officer White declared there was a tie vote for the two year seat on Service District #1 Advisory Board between Otto Mahle and Earl Smith and said there would be a drawing of lots to determine who would serve. Resolution No. 88 -72 -R Opposing Ballot Propo- RESOLUTION sition #3 - The Community College Initiative. NO. 88 -72 -R AUSTERMAN, moved to adopt Resolution seconded by MERRIMAN No. 88 -72 -R. Presiding Officer White passed the gavel to Assemblyman Gregg. Assemblyman White read the resolution and stated as a member of the Kodiak College Board and an alumni of the University of Alaska, he opposed the ballot propositior and explained his reasons. Assemblymembers expressed their reasons opposing ballot proposition #3 to form a state community Liege system, separate from the University of Alaska. VOTE ON MOTION MOTION CARRIED Unanimous voice vote Deputy Presiding Officer Gregg returned the gavel to Presiding Officer White. C. ORDINANCES FOR INTRODUCTION This item was previously approved in first reading under the "Consent Agenda." MCFARLAND, moved to adopt Ordinance seconded by MERRIMAN No. 88 -31 -0 in first reading. At Assemblyman Austerman's request, Mayor Selby explained the ordinance was a result of a ruling by the attorney general that unless this ordinance was adopted by January 1, 1989, the borough would be required to tax the possessory and leasehold interests of low- income housing projects. He said the borough had previously entered into an agreement with the Kodiak Housing Authority not tax these projects individually and to accept payment in lieu of taxes. He congratulated Alan Austerman on his reelection and said he was glad to have him back. Assemblyman Merriman thanked Assemblyman Gregg for all his support and work and said he had been one of the most outstanding, hardworking, and knowledgeable figures on the assembly. He added Assemblyman Gregg would be sorely missed. Assemblyman Austerman thanked Assemblyman Gregg for his work on the assembly and added Assemblyman Gregg would be missed. Assemblyman Gregg thanked the assembly and stated it had been a pleasure working with them. Assemblyman McFarland commented about how much he appreciated Assemblyman Gregg's guidance and that he, personally, had used Assemblyman Gregg as a role model. Assemblyman White announced a joint work session with the School Board on Thursday, October 27, at 7:30 p.m.; and the next regular assembly meeting would be Thursday, November 3, 1988. The Presiding Officer recognized a citizen who wished to comment. Diedre Bailey thanked the assembly for voicing opposition to ballot proposition *3. She said she felt people would vote "yes" because they did not understand the serious results that could occur. She said there had been a Lot of work toward making credits transferable to the university system from the community college level and adoption of ballot proposition #3 would be a step backwards. J.T. Grogan, said he would miss Ken Gregg on the borough assembly and echoed Assemblyman Austerman earlier statement that he hoped Assemblyman Gregg would run again.
