10/10/1978'1 5 5 KODIAK ISLAND-BOROUGR ASSEMBLY SPECIAL MEETING - OCTOBER 10, 1978 CALL TO'ORDER Meeting called to order by Mayor Wallin at 7:12 P.M. in the Borough Meeting Room. II ROLL CALL Present Absent Dr. Michael Emmick Mr. Edward Jack Mrs. Sandra Kavanaugh Mr. James Peotter Mr. Logan Mr. Bill Williams Mayor Betty Wallin III ITEMS OF BUSINESS Mrs. Marlene Wasson (excused) The purpose of the meeting was for the canvass of election returns, to certify election results and swear in the new members to the Borough Assembly. Mayor Wallin read the names presented of the people who voted challeng- ed ballots who had been purged from the registration rolls or not eli- gibile to vote in Borough elections and are not acceptable. Mrs. Kavanaugh moved that the names presented of the people who voted challenged ballots who had been purged from the registration rolls or not eligible to vote in Borough elections be rejected. Seconded by Dr. Emmick. Motion passed by unanimous roll call vote. Mayor Wallin read the names presented of the people who voted questioned ballots who had been purged from the registration rolls or not eligible to vote in Borough elections and are not acceptable. Mr. Peotter moved that the names presented of the people who voted questioned ballots who had been purged from the registration rolls or not tillable to vote in Borough elections be rejected. Seconded by Dr. ClinFek. Motion passed by unanimous roll call vote. Mrs. Kavanaugh moved that a copy of Mrs. Cordrys card be given to the clerk and sent to the State of Alaska. Seconded by Mr. Peotter. Motion passed by unanimous roll call vote. Mr. Peotter moved that the names presented of the people who voted in absentee ballots who had been purged from the registration rolls or not eligible to vote in Borough elections be rejected. Seconded by Dr. Emmick. Motion passed by unanimous roll call vote. Mrs. Kavanaugh moved that the names of the people read who voted challenged ballots be accepted as having cast valid ballots. Second- ed by Dr. Emmick. Motion passed by unanimous roll call vote. Mr. Peotter moved that questioned and challenged ballots from Larsen Bay be accepted. Seconded by Mr. Jack. Motion passed by unanimous roll call vote. Mrs. Kavanaugh moved that all other challenged, questioned and ab- sentee ballots which have been checked and certified as being valid be accepted. Seconded by Mr. Peotter. Mr. Peotter noted that on the absentee ballots there were two ballots that did not have witness sig- natures, and he moved to amend the motion and strike those two ballots. Mr. Jack seconded the amendment to the motion. Motion passed by unani- mous roll call vote. Roll call vote on the main motion passed by unanimous roll call vote. The absentee and challenged ballot envelopes were opened and counted by the members of the Assembly. Mayor Wallin read Resolution ;778 -66 -R ratifying and confirming the results of the October 3, 1978 general election. Mrs. Kavanaugh moved for adoption of Resolution +778 -66 -R. Seconded by Mr. Logan. Motion passed by unanimous roll call vote. The clerk administered the Oath of Office to the newly elected officials; Mr. Dan Ogg, Mr. Hansen, and Mr. Fearn. Mayor Wallin informed the Assembly members that the Municipal League will be held in Anchorage, November 8 -11, 1978. Arrangements should be made through the clerk's office as soon as possible.
