08/16/1978J ! 0 1 1 2 'l R 5 1 c KODIAK ISLAND BOROUGH SPECIAL ASSEMBLY MEETING, AUGUST 16, 1978 I CALL TO ORDER The meeting was called to order by Mayor Betty Wallin in the Borough Meeting Room at 5:10 P.M. II ROLL CALL ATTEST: Present Absent Mr. Edward Jack Dr. Michael Emmick (excused) Mrs. Sandra Kavanaugh Mr. Bill Williams (excused) Mr. Tom Logan Mr. James Peotter Mrs. Marlene Wasson Mrs. Betty Wallin, Mayor A quorum was established. III ITEM OF BUSINESS 1. 1st Reading Ordinance #78 -17 -0 Exempting Elected Municipal Officers of the Kodiak Island Borough from the Reporting Require- ments of Chapter 15.13 of the Alaska Statutes Relating to Election Carpaigns. Mrs. Kavanaugh explained that the question of dis- closure statements will appear on both the borough and city ballots by referendum. The city passed basically the same ordinance as Ordinance #78 -17 -0, regarding the question of campaign spending and contributions. Her thinking was that it would be easier for the voters of both city and borough if both questions appeared on both city and borough ballots on October 3, 1978. Mr. Peotter moved for adoption of Ordinance #78 -17 -0. Seconded by Mrs. Kavanaugh. Mr. Milligan stated that the public hearing on this ordinance could be scheduled for August 23, 1978 following the special meeting already called for that date. A recess was called at 5:15 P.M. Meeting reconvened at 5:25 P.M. Mrs. Wallin read Ordinance #78 -17 -0 in toto. Motion failed 3 -2 with Mr. Jack and Mr. Logan casting NO votes.
