05/27/19771 0 1 1 2 1 0 :9 7 0 KODLAK ISLAiND BOROUGH SPECIAL ASSEMBLY MEETING - MAY 27, 1977 I CALL TO ORDER The meeting was called to order in the assembly meeting room of the Kodiak Island borough building at 7:40 p.m. by presiding officer, James Peotter. II ROLL CALL Present James Peeotter, Presiding Officer S. Wayne Kotula, Borough Mayor Dr. Michael Emmick Murl Estes �- Sandra Kavanaugh Frank Peterson Betty Wallin Also present•--- -Stuart_Denslow, Borough Manager Harry Milligen, Borough Planner Approximately 12 people were in the audience. III ITEMS OF BUSINESS A. Appointment of Assembly member for unexpired term of Les Anderson. Mr. Estes nominated from the 7th precinct, Mr. Edward Jack to fill the vacancy of Les Anderson. Mrs. Wallin nominated Allen Panamaroff from Karluk. Dr. Emmick nominated Bill Williams. Mr. Peterson moved that the nominations be closed. Seconded by Mr. Estes. With Mr. Estes concurring, Mr. Peterson withdrew his motion. Mrs. Wallin nominated fo Hajdu. Mrs. Kavanaugh moved to table the appointment of the ;..r. ° °h °ssembly member. Motion died for lack of a second. Mrs. T•ia11tn moved to close nominations seconded by Dr. Emmir_ . :qrs, a in move to vote y wr tten a ot. Seconded by Dr. Emn^ick. Motion carried 4 -Z with Estes add Peotter casting NO votes. Assembly members voted by ballot which.were counted by Manager and Clerk. The following votes were cast: Jo Hajdo, 2; Edward Jack, 3; Allen Panamaroff, 1. Inasmuch as four votes are required, another ballot vote was taken between Mrs. Hajdu and Mr. Jack. Manager and clerk counted the ballots. Votes were cast as follows: Jo Hajdu, 2; Edward Jack, 4. Mr. Edward Jack was appointed for the unexpired term of Les Anderson. The oath of office was given to Mr. Jack by the Borough Clerk and was then seated with the assembly members. B. Act on bids for sealing and painting exterior of borough office building. Bids which had been received, opened at a bid opening on May 3, 1977 and referred to the borough engineer for tabu- lation, evaluation and recommendation was presented. Ranked in order from lowest to highest, based on lump sum base bid bids were as follows: Steenmeyer Corporation, Anchorage - lump sum base bid, $15,700. L. G. Schneider & Sons, Inc., Kodiak, $16,610. Ideal Painting & Decorating, Kodiak, $18,800; Dr. Emmick moved to follow the recommendation of the con- sulting engineer in this matter and award the bid to Steen - meyer corporation in the sum of $15,700. Seconded by Mr Estes. Discussion followed using local contractor as to out o town contractors. It was pointed out that the low bid must be accepted or reject all bids. Question called on motion. Motion failed 4-3 with the following votes cast: Emmick YES• Estes YES. Kavana :h NO- Wallin NO. Mr. Peterson seconded. Mr. Estes pointed out that the bidders amounts had been advertised for the amount they were willing to do the project. The specifications would have to be changed, or there would be a problem of ever inviting another bid. With consent of Mr. Peterson's second, Mrs. Wallin withdrew her motion. Mr. Jack moved for reconsideration from the prevailing ide. Seconded by Dr. Emmick. Carried 5 -2 with Kavanaugh and Wallin casting NO votes. Question called on main motion. Carried with a unanimous roll call vote. C. Receive report from Outer Cnntinental Shelf Advisory Council. Mr. Hank Pennington, Chairman of OCS advisory council re- sponded to seventeen questions regarding OCS impacts pre- sented by Kodiak Island Borough assembly. The three -page written report /response was placed on file. Mrs. Wallin stated it was a remarkable report. D. Receive report from legal counsel on Senior Citizen Housing project tax abatement or deferment proposal. Since this matter has been resolved, there was no need for a report from counsel. E. Receive annual financial statement and audit from Kodiak Island Hospital. Mrs. Wallin moved t^ receive the annual financial statement and audit from the Kodiak Island Borough Hospital. Dr. Prick seconded. Mrs. Kavanaugh moved that we not only accept it, but we follow the Manager's recommendation and the report be referred to our accountants Peat Marwick Mitchell and Compan for review and comment. Seconded fey Mr. Peterson. Amendment carried by unanimous roll call vote. Motion as amended carried by unanimous roll call vote. P. Act on tax exemotproperty accounts of Alaska State Housing Authority. Mrs. Wallin moved to exempt property accounts of Alaska State Housing Authority tor reason of being posted in error in the amount of $7,04).56. Mrs. Kavanaugh seconded. Car- ried by unanimous roll call vote. G. Receipt of Kodiak Island School District budget report' for April 30, 1977. Dr. Emmick moved to accept the budget report. Seconded by Mrs. Wallin. Mr. Estes amended the motion to acknowledge receipt of the budget report. Mrs. Kavanaugh seconded. Motion as amended carried by unanimous roll call vote.
