04/16/19769 1 '1 ? )r) ', 1 1 KODIAK ISLAND BOROUGH ASSEMBLY MEETING APRIL 16, 1976 - SPECIAL CALL TO ORDER The meeting was called to order by Presiding Officer Wallin at 12 :36 p.m. in the borough meeting room, Borough Building, Kodiak. II ROLL CALL Present Absent Betty Wallin, Presiding Officer Dr. Michael Emmick Hal Lincoln (late arrival) Mayor Bob Craig Sandra Kavanaugh Leslie Anderson James Peotter (late arrival) Frank Peterson (late arrival) III ITEMS OF BUSINESS A. Review of Bids for Road Service In Bells Flats- Russian Creek. Two companies submitted bids, Brechan Enterprises and Island Sand & Gravel. The Bids were opened in the Borough Office at 9:00 a.m. this date and reviewed by the Mayor and Borough Engineer. A comparison had been submitted by the engineer indicating that the bid from Island Sand & Gravel was a little less than Brechans. It was noted that should the additional grader be purchased it should be understood that the maximum per hour rate would be the $50.00 as submitted for the smaller grader. Mr. Peotter moved to accept the bid of Deater's with the stipulation that the equipment grader of 115 -125 horsepower at $50.00 per hour will be used, seconded by Mrs. Kavanaugh. Motion passed by unan.mc.:s voice vote. B. Review of Bids for Carpets (to be removed from the table) Mr. Peotter moved to remove this item from the EMI; for discussion, seconded by Mrs. Kavanaugh, no objections being voiced so ordered. Mr. Peotter moved t accept the lower bid of $5,880 submitted by Mr. Lucas, seconded by Mrs. Kavanaugh. Motion passed by unanir.:o'.:s r -1: .pall vote. Mr. Lincoln commented that he had no objections to the : > wer bid, but assumed that the borough would have no legal pr -c:ems in accepting this bid and that all necessary contract licenses as required by the State were in order. The "a,cr replied that he thought this was so. C. Review of Attorney's Letter Regarding Sale of Land Mr. Royal Large. Mr. Peotter moved to go along with recommendation number four, to subdivide and to sell tn./ that portion of the land which the warehouse occupied, two acres, motion died for lack of a second. There was discussion on whether or not t e an should be auctioned off as required by law and noted that this course of action could be decided upon at a later date.
