JUNE 7, 1972 I CALL TO ORDER The meeting was called to order by Presiding Officer Borman Sutliff at 12:30 P.M: in the Borough Office, Donnelley Building, Kodiak, Alaska. II ROLL CALL Present Absent Lir. Wilton T. White, Borough Chairman Mr. Norm Sutliff, Presiding Officer Mk . Fred Brechan Ns. Harry Clowes Also present: la-. Jim Branson., School Board President; 64 J. D. Fulp, School Board Member and It?. Russell M. Walker, Borough Clerk - Treasurer. III PURPOSE OF SPECIAL MEETING A. Mr. White, Borough Chairman explained that when the meeting was called it was felt that the point had been reached that we could proceed with the awarding of the high school bid and that we could be assured that we could obtain interim finances and that the Architect and 1ar bidder had several proposals to offer the Borough Assembly and School Board for making acceptable bid for the money available. Mlr. Madsen had talked to the Bonding Attorney in Seattle and read the letter from Attorney Vogt as requested and was under the impression that this was all that was necessary before the certifying of the bonds. In talking with Forrest Walls on this date, checking to be sure that all the steps had been taken, Mr. Walls said that he could not certify the bonds at this time He further stated he had not gotten a copy of the letter and that he needed an original letter from Mr. Vogt. This letter would have to state that Mr. Vogt would not file a complaint which listed the Kodiak Island Borough or the Borough Chairmen and further that he would not be filing a complaint on any of the items as mentioned in his original letter of March 22, 1972. A work session was held with the Architect and Contractor and offered the following suggestions: 1. That the Borough accept the bid as submitted by Ken Brady 2. Delete Alternate 113 3. Can delete pieces of equipment that are not necessary for the opening of the school 4. The Architect and Contractor have agreed to negotiate into the final document the amount of money, substantially lower than normally provided in the contract for profit. - Nm. Branson noted that they are talking of changing some of the specifications, such as the color of the concrete and using this savings for something else. It was the expressed feelings of the Assembly renters present that they did not want cuts made that would be necessary for the adequate operation of the school and then have to accomplish this work later. The Borough Assembly would be free to negotiate any change orders that are necessary The negotiation would provide approximately $75,000 as a profit margin for Mr. Brady. Noted that the extra boiler for the new school and the lines for heating in the old school are still in the contract. Mr. Brady is trying to obtain a lower price on the alt. swimming pool that would be lower than the $25,000 quoted. Mr. Brechan moved to recess the meeting until we get the proper instruction from the Bonding Attorney that we are legal to proceed with the awarding for the 'Kodiak High School contract bid., seconded by Mr. Clowes. The Borough Attorney will be requested to contact Mr. Vogt, to see if the letter can be mailed as soon as possible and then the meeting will be reconvened.
