II ROLL CALL Present Mr. Wilton T. White, Borough Chairman Mr. Norman Sutliff, Presiding Officer Mr. Donald Arndt PIr. Harry Clowes Mt. 7r. Fred Brechan Mr. Richard Sims (late arrival) Also present: Fr. Jim Branson, President School Board; fir. J. D. Fulp, School Board Member and It. Russell M. Walker, Borough Clerk - Treasurer. III PURPOSE OF MEETING A. Reconsideration of Ouzinkie School, Meeting Called by Kodiak Island Borough School Board. Mr. white, Borough Chairman explained the reason for calling the special meeting in that Mr. Branson was in his office late on Friday afternoon and indicated that there may be a revised financial staterrent as far as the school is concerned with regard to the funding of the Ouzinkie School. At the last meeting it was noted that there is a difference of some $28,000.00 between what is needed and what is available. (meeting recessed for long distance telephone call for the Borough Chairman). fleeting continued. Zr. Branson stated that after the Borough Assembly meeting last Thursday, June 1st, that a considerable amount of time had been spent going over the school budget and that it appears that there will be a substantial surplus in this year's operational budget, this is due to the student drop and a cut back in a couple of teacher's positions and various other funds and the fact that the school did not loose as many instructional units as has been expected. The school at this point can r*uar_3ntee $40,000.00 from this year's operational budget and is willing to commit these funds to the building of the Ouzinkie School. There is also available the $29,000 as budgeted for the Ouzinkie School. It was suggested that if the School District here is indeed faced with a cut in next year's programs that it night be wise to wait and see if the nnney might be needed here. it?. Branson noted that last year there was an agreement that any surplus from the operating budget would be placed in a capital inproverrent fund and would not be carried over to the next year's operational budget. ft?. Clowes still felt that sore assurance should be given that the school would have an adequate educational program and it was so indicated by tM. Branson. I.1r. Sims asked about the status of the bonds for the new high school. ? +r. White stated that he had a copy of a letter from Or. Madsen to Forrest Walls transsdtting a different complaint from Mr. Vogt which did not nape the Kodiak Island Borough or the Borough Chairman and would apparently meet the criteria as set forth by '>r. Walls Mr. Madsen had requested that Mr Walls call on Monday, June 5th with convents as to whether or not this was satisfactory and what the status of the bonds were. No word has been received as yet. The bid does not have to awarded until the 16th of June and word should be received prior to that date. Mt. Sirs wanted to know if it were possible to use the PL 815 nnney for the remodeling and any surplus could be used for any overage there might be on the high school. It was suggested by the Chairman that this would make the physical plant over the amount authorized by the bond election and did rot think that this could be done. Ir. Madsen had suggested that there night be other types of funds available to make up the difference between the 3.5 and the contract bid. In answer to the question as to whether or not we might be in danger of loosing the funds if they were not used and if this were a possibility could the projects be shifted, Tr. Branson felt that prior to making any decision on shifting of projects we would have to contact Seattl 1 0 i r i IV ADJOURN/ENT 1 4 5 1 5 KIB ASSEIBLY - SPECIAL MEETING - JUNE 5th, 1972 PAGE 2 The matter of the old building in Ouzinkie was brought up and noted that apparently it was agreed some years ago(nothing in writing) that the Village would have the old building in exchange for giving the School District the land for the new school. It was suggested that the transfer should be in writing, one that would relieve the Borough of any responsibility of the old building. Mr. Branson commented that he had called Ed Crittenden and asked that he tell the contractor that the Ouzinkie School was not dead as the deadline for reply to the last negotiation was to have been the first of Jun ?. In checking over the referenced letter, it was suggested that perhaps it would be wise I have two (2) 2500 gallon oil tanks rather than one large (5000) tank and thereby save on the handling and placement. Mr. Brechan moved that the Ouzinkie School be built with the funds available, $246,000.00 !! under the original funding and all surplus from school's current operational budget to be applied toward this project in the amount of not less than $40.000.00, seconded by Mr. Sims. The cuestion was called for and the motion passed by unanimous roll call vote. Mc. White noted that the Borough would withhold $40,000.00 f the last quarterly payment of the School's payment and also the $29,000.00 that was set ott In the budget for Ouzinkie. It was pointed out that any other surplus that might be available over the $40,000.00 could possible be used for the equipnent and some of the deletions on the Ouzinkie project.
