The first step is obtaining the tax- survey, second step is study of the 5% Sales
Tax. It was noted that it is up to the School 'ncard to decide the priority of
programs and everyone, elected officials, business men should be behind the issue
once the studies are done and a new ballot cast.
lir. Fields stated that many of the people on the Island are on Federal land and
do not pay taxes, and suggested that the Borough should do everything in its
poor to speed up the issuance of deeds to the reople in order that the property c
be taxed and all share in the support of the community.
It was also suggested by the Borough Chairman that Borough officials should take
a more positive stand in seeking help from the State and Federal representatives
and in seeing that they are aware of the problems and needs of our community.

IT. Sutliff - There is a need for a meeting between the City Council and
Borough Assembly as projects for the community require certain plans that are
to be done on the Borough level. !-r. '.bite indicated that the Economic
Development Committee is to be re- established in order to keep the Comprehensive
Plan current and will be re- grouping in the near future. Itr. Ole Johnson has
been contacted for assistance on this committee. It was further indicated that
a mental Health Advisory Board will soon be appointed and the Assembly will be
contacted for approval of the appointees. 1Ir. Sutliff suggested that the
meeting of the City Council and Borough Assembly should also cover the problem
on personal property taxes.
B. [Ir. Sims re 5% Borough wide sales taxes for services and noted that this seers
to be a workable idea and one that could relive the burden of taxes from the
property owner and help to broaden the tax base.
C. :Ir. Jackson - felt that the Community still needs the gym and also the swimming ._)
pool and that we should work ta*rard this end.
D. fir. Naughton - asked if the grant received from IIID must be repaid if we do
not build the school. :Ir. Grafe stated that if the plans are not used or if
the school is not built the grant is not repaid.

A.
Mr. Large - suggested that a study be made concerning the resource tax and that
this could be a possible solution to our taxing nroblen. It was noted that
the Borough does receive a 20t of the raw fish tax which goes into the general
fund, 80% of which is used for the support of the school district.
B. ilr. Fields - spoke on behalf of the Property Or+ners Association opposing the
Bond Issue in that they felt the bond issue was out of tune with the ability to
pay for the issue. The source of payment should be known prior to seeking
bads. All of the persons opposing the issue are very interested in the school
and it was hoped that a reasonable solution could be reached if all were willing
to monk together.
C. Iir. Fred Kahrl suggested that this might well be the time for a tayn- meeting
once a re -study has been made and that the panel could consist of members from
the City Council, Borough Assembly and School Board and the citizens could ask
questions of the panel.
