Ratification of Planning & Zoning Commission Appointments - The Borough Chairman informed the Assembly members that Carl Huer, Gee Erwin, Coleman Constance, Charles Ldris and John Welch were the new proposed Planning and Zoning Commission members, with Carl Huer being the Chairman. itr. finite asked for the Assembly members contents and ratification of the members. There were no moments. iir. Sutliff roved for ratification, seconded by Xlr. Arndt. The motion was approved by unanimous roll call vote. /Ir. Huer thanked the Assembly for ratification and gave a brief outline of what the Planning and Zoning Commission had been working on. This included the proposed Plannrrg and Zonirg Ordinance, the heel subdivision request and the Bells Flats land. B. 24r. Floyd bard and Borough Assessor re Lot 14, Block 1, Leite Addition C. Borough Assessor - Foreclosure Property The Borough Chairman introduced the Borough Assessor to the Assambly and explained that Mr. Ward recently acquired his pro..er4 by foreclosure. Colton said he baa.yggi.ectEd the property and that the assessed value is $4,000.00 on the land and $14,000.00 on the buildings, but the buildings, if reassessed, would be considerably lower due to fire damage and water leakage. Mr. Colton said he also wanted to bring to the attention of the Assembly that the Borough owns slightly over $200,000.00 worth of lard and that now would be a good time to dispose of this property, placing it back on the tax rolls. 1 0 1 '1 1 1 14 R KODIAK ISLAND BOROUG. Ito. White stressed that he feels the best thing to do is to rake this land available by whatever reans available in the best interest of the Borough. In view of the large amount of real estate that the Borough is in posses- sion of, the Borough doesn't gain any advantage in awning the land, there- fore, we should dispose of it. Lir. t &rite said he felt it would be possible to work this out in the hest interest of the public. D. Letter - Alcoholic Beverage Control Board - The Borough Chairman read the letter to the Assembly, stating it was for information only, listing the licenses issued in the Borough area. Grate stated that the School Board had taken positive action on this. If this final phase is approved, the next step would be to request a vote of the people as to interest on bonds and incorporating the swimming pool into the plans for the new high school. Mrs. Springhill stated that she understood that State funding of 50% was contingent on their approval of the plans, also. If they were approved, we would then :,eoone eligible for 50% capital funning two years later. IX NEW BUSINESS hr. Grate stated that :s.:iadsen and Ur. Lind would be having a meeting next week to discuss this and decide what needed to be done legally. The Borough Chairman stated that Lir. Cassetta is asking for the concurrence of the School Board and the .:orough Assembly in approving the plans as pre- sented. The Borough Clerk - Treasurer stated that hUD had given fir. Cassette a deadline date of August 15, and that approval of the plan does not mean that the Borough Assembly must go ahead with construction. Iir. Grate informed the Assembly that there are two trailers occupied and several unoccupied trailers left at this time. i:ext week, steps will have to be taken to determine the necessary legal action. Mr. Jackson and Mrs. Clark have several spaces available for the occupied trailers. The Lorough Chairman remarked that iir. Grafe had asked him if the Assembly should set asi..,c- aporoximately $2,000.00 out of revenue to take care of cleaning the ACS grounds, etc. Iir. Liaughtoxn asked if the cleared off space from ACS Trailer Court would be used as parking spaces ..rs. Springhill stated that the School Board would decide what they wanted to do with it. B. iir. Sutliff remarked that since the Borough no longer receives any inane from the ACS Trailer Court property, it ought to get the money fran the City sine it is Borough money. ir. Grafe oannented that it was tied into a City CD and the Borough and City would like to leave it this way until it expires, then transfer the money at that time. C. Itr. Sutliff remarked that he was a little concerned with the situation with the U. S. Forest Service. Le feels the Forest Service is completely ignor- ing the wishes of the people in this area and he was wondering if the Borough should consider taking sane action on this. The Borough Chairman suggested that perhaps a resolution should be drawn up stating the Borough was against the Afognak lumber Cut, and then sent to the proper representatives. r. Sutliff :roved to draw up a resolution protesting the Afognak Timber Cut, seconded by i•ir. Arndt. By a roll call vote, the motion passed unani- mously. Nt. Sutliff also remarked that he felt the Fish and Game Department was not giving the Borough the proper protection regarding this particular timber sale. The Assembly requested the Borough Chairman to express their feelings against this treatment to the Governor. D. :tr. Sutliff requested the Borough Cabman and Clerk - Treasurer to look into the tax situation regarding the bankruptcy of iarine View Fisheries. Ur. Grafe stated the referee in the case claims the Borough did not file within the deadline, and that Ilr. ,•adsen is, at this time, looking into this. E. 14r. Jackson said he thought perhaps a special election 'Should be held re- garding the annexation of the Island Lake and Spruce Cape Road areas, because if it did pass, several Assembly members would have to be replaced. 'i'he Borough Chairman stator that he felt this was a good point, but that there was not time to do this. bit. eaughton remarked that he felt this was provided for in State law. F. Bur. Arndt askew about the status of the ACS land right next to the school. The Borough Chairman informed hone that this is one of the things being looked into along with the annexation. G. firs. Springhill cemented on the paving at the hospital. She said the Sisters were very happy to have it done, but there were complaints about children rid bicycles along this area and also a problem with motor- cycles. HARTMAN The house on this property was destroyed by fire in May of 1970 and we have been requested to adjust our tax for one -half of the 1970 year. This 1/2 year tax amounts to $21.84.
