Review and acceptance of the 1970/71 Kodiak Island Borough School District Budget - The budget was presented to the Assembly by Dr. Marshall Lind, who advised that this is basically the same budget that was pre- sented in April. He outlined the budget and explained various expendi- tures in detail. Dr. Lird said the number of constructional units was increased from 138 to 139 bemuse there is now one a&ditiaial one planned for Chiniak. This is subject to school enrollment and could be changed. iir. Naughton asked Dr. Lind the status of the State's paying half of all construction costs. Dr. Lind explainer) that there will be an attorney general's decision released on this, but it is expected that the State will pay 508 of all constructional costs, including the new high school and the Ouzinkie school. If the Borough were to pay cash, within two years we would be reimbtased 508 by the State. Mr. Grate inquired as to whether this could also include the portable units. Dr. Lird skid it possibly may. There are $193,000 1CD's set aside for the East Elementary reserve. Mr. Grate suggested that $50,000 of this be put toards the cost for the portable units. This tnuld leave $143,000 for the Ouzinkie school. tir. Emil Norton of the School Board felt that the ScJnol Board taould approve this being date. Mr. Sutliff inquired as to when the portable units were needed. Dr. Lind said hopefully they could be here by August 1. him. Naughton asked when the ouzinkie school taould be built. Dr. Lind said that it would be best for the State to first give approval on 508 con- struction funding, but it could be within a few weeks. Dr. Lind said to keep in mind that once the academic portion of the high school is finished, the portable units could then be taken dam and (roved to old Harbor or other villages. Mrs. Springhill inquired if they could be used for (lain School. Dr. Liad said that that was very probable. There was a discussion on putting a power plant in Wrinkle. Dr. Lind said he had been talking with Mrs. Dolores Padilla on the possibility of going through Alaska Village Electric. Also, Kodiak Electric is considering this, although they feel they may lose too much money. The village people need to show an interest to encourage same electrical association to care in. Mr. Jackson moved to adopt the 1970 /71 school budget, seconded by Mr. Arndt. Moe. Springhill closed the regular meeting and opened the public hearing. Mr. Alan Ball, VISTA representative, suggested that the Borough could cut down their travel and per dies expenses if people in the villages were hired to do needed work. Dr. Lind explained that the figure shown is for three or four men going out to each village during the sum er and doing everything that needed to be done at once. Be said they did try to hire as many local people as possible. There were no other camnants or questions franc the audience, therefore Ars. Springhill closed the public hearing and reopened the regular Assembly meeting. Mr. Sutliff commented that he felt Mr. Uhite should be present before the budget was voted on. It was brought up that ttr. tfiite was familiar with the budget and had expressed favorable approval of a local funding effort not to exceed $265,000.00. rir.
