Public Bearing on Exception Request, Lot 7, Block 46, Fast Addition, mental Health Center (rasa 226 -A). Background infonmiation given by the Borough Chairman stating that this would be a temporary placenent of the mental health center until such time as the Griffin Manorial Building has been renovated. Mr. Jackson mowed for approval of the exception, on Lot 7, Blk 46, Last Addition, ski ed bah +s_ Sutliff. The Borough Chairman noted thatOBE had been received Fran a property owner in the area indicating no objections to the exception being granted. The regular meeting was closed and the public hearing open. There were no cement from the members of the audience on this exception request. The public hearing was closed and the regular 'Netting reconvened. The question was called for and the motion passed by unanimous roll call vote. rir. Jackson YES; Mr. Sutliff - YES: Mr. Naughton - YES. VII PLANING & KITING Ira IS A. 1st Reading Ordinance No. 70 -1 -0 revision and re- enactment of zoning ordinance for entire area. The Borough Chairman requested that this ordinance be deferred until a later date, the Assembly members concurred with the request. B. Submittal of Priority List of Capital Improvements. This list was submitted by the Planning 6 Zoning Commission after meeting one sting the list in the Canprehensi' Plan. It was noted that water and safer improvements were listed in every case and the Federal Government has been funding such projects on an area-wide basis rather than just for City, county or such. It was suggested that one addition be made as Item 49 under Larsen Bay, that of Beach Etonian control. The Borough Assembly concurred with this addition and would accept the list as submitted and amended. ---) CUT OLD BUSINESS A. Division of Lands Letter re ADL 37348 Special Permit - Kodiak Land Company, Inc., J Bell's Flats This had been discussed at the previous meeting and at that time the Division of Lands was under the misconception that the Kodiak Land Company, inc., and the Kodiak Land Company were one and the sane. However, this is not the case. The Kodiak Land Company, Inc., no longer exists. During the discussion it was pointed out that there was no need to withdraw the permit to that particular: company as it was no longer in existence. The Kodiak Land Company should apply for a new lease of the lard in question. It was suggested that a letter be writtet. to the Division of Lands stating that the Borough considers this land to be open and not leased at this tire. Ont.tse matter of the clean - up of the area, several persons indicated that this would not require a great deal of work to bring the area bade into rnearariginal condition. IX NFU BUSINESS A. Voucher end w..- tire Report for Febrtsry - these have been received and revisit by the Borough Assembly. B. Retirement Program and Health Plan - a brief resume was giver by the Borough Clerk stating that basically this would be the same as the State's plan. The Clerk requested permission to continue research into the different manes for UAL- planning. The Borough could possibly enter into a similar plan with the City with the employee paying approximately 38 of his salary for retirement and the employer would contribute somewhere in the neighborhood of 3% also subject to review of an actuary firm; this could tie in with the survey for the City. This Plan would possibly include the Administrative Staff of the Borough Hospital personnel. School classified personnel and the employees of the Hental Health Center. The health policy weld possibly involve $17.00 for a married employee with unlimited dependents and $5.00 for single employees. There were no objection . from the Borough Assembly to the Clerk's investigation of sudl a plan and he was authorized to proceed to the point of quotations. It was further pointed out that this should be decked with the Borough Attorney. The Borough Chairman indicated that he is presently checking into the insurance coverage of assemblyman while traveling on Borough business. It is possible that they world be covered under present worlaen's comptmntion insurance. One way of gaining this protection would be to carry the assembly on the payroll with reported income. The benefits derived are well worth the cost involved. The premium would be small as the exposure is small. Senior Citizens' Tax Exertion -• The Borough Assessor had submitted suggested changes in the present ordinance that would allow a citizen over 65 to earn up to $6, 0 per yea and tho receive an exemption on his dwelling of up to $300 then persons in the community not able to maintain that tax. This is based on a similar ordinance dram in the Fairbanks area. The residence time would remain the same, 10 years. The 18 days per year represents both sick and vacation leave. B. Idr. Naughton re Visit to Albuquerque for Indian tlorkshop on Education. A frost interesting two weeks, the purpose of which was to seek r:eans of getting the American Indian involved in the local education, participating as a member of the school board and becoming involved in the overall education pLLyia^. Iir. Naughton mentioned that he had an opportunity to taFc with Mr. Glen thindean, who deals with the Johnson O'talley funds and who will be in Kodiak next month. Dr. Lind will be meeting with Mr. taundean concerning several funding matters. XII AUDIENCE OCMENTS A. Mr. Setters felt that the State is loosing workers by requiring in sane cases that umy must be a resident for a year before corking in certain types of work. B. Bob Grafe - Clerk/Treasurer. At the last meeting sere information had been given as to the increase on the hospital insurance over the budgeted amount of $3,000. On February 25 a letter was received fran the insurance agent listing the insurance for the hospital broken dawn in two periods - April 4, 1969 through December 15, 1969 for a total due of $7,212 and a supplemental billing received the same day February 25, 1970, for the period of December 16, 1969 to December 15, 1970 for �1 the amount of $10,441. This is due to the rating of the hospital as being in a point group nine rather than the anticipated point group five. During his visit Mr. Itloanb (Pacific Fire Rating Bureau) indicated that this would be changed since the hospital is in fact with the point group five and the rate reduction was confirmed by Pacific Fire Rating Bureau on March 16th, 1970. This loitered the rate from the original $1.24 per hundred valuation to $.76 per hundred and was pro-rated to August 1, 1969. A letter has been received stating that the insurance coverage 50% of the coverage on the hospital, nuns quarters and School system will be cancelled at midnight on the 20th unless the amount due - $9,628 is submitted. This letter was from Mr. Sweeney as a partner in the Kodiak Inepedent Insurance Agents' Association. Mr. Buchwald the other partner in the organization has indicated he would hold off for approximately a month in as much as an error had been made in the rating. As soon as the re- rating has been received from the Fire Rating Bureau the premium will be changed and any amount paid over that will be refunded. The Clerk asked for reovmc dations from the Assembly as to whether or not the amount that is being requested be paid or should actiakbe taken immediately to secure an insurance binder fran another agency. During the discussion it was pointed out that the Association bid as one entity and it twee felt that they should act as one unit and not separately. It was further indicated that the Hospital should have been bid as a separate.: policy and not included in the blanket policy It was the mnxnsus of opinion that the insurance should not be allowed to expire under any circumstances and further moved by air. Sutliff that the insurance coverage not be allowed to elaps, that it be left to Or. Grafe to explore the best channels to aciun�'ris this, sew by Mr. Jackson. Mr. Grafe asked that in the event he could not find adequate coverage would he be in a position to pay the premium. In the Discussion Mr. Grafe was authorized to explore any means to maintain coverage but the present policy should not be allowed to expire. It was suggested that Mr. Grafe should contact the Commissioner to see exactly the time period necessary for notification of cancellation of a policy and if in fact the Association is a legal body to sell insurance and whether one portion: of the association could cancel the policy. The question was called for and tle notion passed by unanimous roll call.vote F. Hospital Agreement was briefly discussed by the Borough Clerk and several points brought out; One being the annual rental on the building, placed at $1.00, the tea of the lease are to be reviewed in five years, and if not, very possibly the terms will stand until the termination of the lease for fifty -five years. Oth=x points -- the Borough sgsced to take over 75% of the uncollectible accounts should the hospital suffer a loss and further the Borough will provide fire protection. The profits are to be used by the lessee twmrd any previous year's deficits befon otherwise expending then.
