I CALL TO ORDER
The meeting was called to order at 8 00 p.m. by Deputy Presiding Officer Jim Barr
in the Courtroom of the New State Building, Kodiak, Alaska.

r9r. Arndt had not yet arrived, and due to the lack of a quorum, the normal
procedure was dispensed with and P r . fl orris was invited to give his presentation.
Mr. 1'brris stated that he was disappointed that the City and Borough were unable
to arrange for a more comprehensive study, and he hoped that they would be able
to do so in the future, since he feels that a long -time base of information is
required in order to solve Kodiak's future water problems. The preliminary study
being undertaken by the Borough will he a good basis for future study. tdith
the money which has been appropriated by the Borough, �4r. Morris proposed that an
index station be set up in the Pillar Creek area, since this is now a primary
source of water supply and a lot more knowledge of it is needed. The station now
at Uganik would then be discontinued and the responsibility transferred to the
Pillar Creek area. If the Borough would be able to assist in providing transporta-
tion, materials and labor, it might be possible to obtain an additional $1,000 in
matching funds. A letter from the Borough indicating approval of this would be
required. Also in regard to a study of surface water, miscellaneous measurements
will be made at ronashka, Russian River, Devil's Creek, and the Buskin.
Concerning groundwater studies, 10 to 20 day exploratory test drillings could be
made, since it is very important to knew how much water is underground and what
the storage potential is. Ir. Morris said that the test drillings can be
concentrated outside of the military reservation, if this is that the Borough
prefers, although he feels that there is potential on the Reservation also. Ir.
Barr stated that the difficulty would be to get permission to take water from
the Iilitary Reservation, since requests have been rejected three times in the
past. Mr. Barr asked if the Military had done any exploratory studies of water
on the Reservation, and Mr. Morris replied that he did not think so, since they
were satisfied with their supply from Buskin Lake. He has spoken to the Base
Commander and did not think that the Military would object to exploration on the
Reservation. Ir. Barr inquired if any drilling would be done in the Pillar Creek
area. Ir. Norris said that there would not be for two reasons. -it would be
difficult to get the drilling equipment into the area, and there is a passibility
of salt water encroachment.
The program will begin as soon as possible within the next two or three months.
P2r. Barr said that he personally would prefer the emphasis to be made on surface
water, since there would be the least delay in making use of these sources.
IV ADJOURNMENT
At this point Mr. Arndt arrived, but Mr. Barr was called away from the meeting on
an emergency, thus leaving no quorum. The meeting was postponed until Monday,
July 22, at 7.30 p.m.
