The meeting was called to order at 11 240 p.m. by Presiding Officer Jo Hajdu in the
Piagistrate's Courtroom, Donnelley Building, Kodiak, Alaska, for the purpose of taking
action on Resolution 68-17-R authorizing application for two surplus laundry buildings.

A. Apjroval of Resolution 68- -17• -R Authorizing Application for 7tao Surplus Laundry
Buildings in the ACS Trailer Court. The resolution was read. Hr. Barr moved
for its adoption, seconded by cam. Arndt. Notion carried by unanimous roll call
vote.
A. � t from State Division of Lands for Assembly Resolution Approving Survey

��o n Borough Lands by Borough Associated Surveyors and Engineers. Mr. Best
reported that the State had required such a resolution to be adopted since he
and Ir. Darr are submitting proposals to survey Borough lands, and are also
associated with the Borough. If the Assembly did not wish to consider such a
resolution, lir. Barr and .Mr. Best would not be eligible to submit proposals and
only survey firms fraa other locations would be considered for the surveys.
This survey cork is advertises throughout the whole State. The Assembly,
concurred in having this resolution vrepared. If necessary, a special meeting
will be held to take action on it.
B. Formal Recorition by Assembly of Lr.derestirrated Line Items in Budget. Mr. Dept
requested that in the future a formal recognition be recorded in the minutes of
the meetings of these items by the assemblymen. The total budget was not i er-
estimated -°only certain line items.
C. Personnel Rules and Regulations. .:r. Best felt that the beginning sal.rLS listad
in the personnel l ordinance should be elkoinated, since they are outdated, and
that the salaries should be set each year in the budget. PJr. Zest felt that
the Chairman should be able to make salary recommendations. He said that he
was not contemplating any overall salary increases. he also was of the opinion
that the Assemblymen should receive a monetary rc3nuneration. i4rs. Hajdu as',u
if the assemblymen were covered for travel under workmen's camp. She thought
that possibly a token salary would make than eligible for this. lirs. Iiajdu also
thought that the personnel regulations should be given an overall review.
A. Pr. Barr re Proposed Rat Control Program. In regard to the outline for a rat
control program which had been sent to the Assemblymen, Mr. Barr felt that this
program would give unlimited access to hones to the inspector, and he was not in
favor of this. Mrs. Hajdu also objected to any more infringements on individu*1s'
privacy. Pir. Barr also felt that this is a local problem which should be
handled without the involvement of the Federal government.
B. Firs. Hajdu re Alcoholism. firs. Iiajdu stated that Len Wilcox, the Director of
the State Board on Alcoholism will be in Kodiak prior to 23ay 15, and asked if
the Assembly would like to meet with him. The Supreme Court may render a
decision that arrests cannot be made for public drunkenness, in which case
another program will have to be undertaken for thcir boevital care. It was
agreed that if Jr. Wilcox is in town at the time of an Assembly meeting, he
will be placed on the agenda.
