KODIAK ISLAND BOROUGH
SPECIAL ASSEMBLY MEETING - January 23, 1968
I CALL TO ORDER
The meeting was called to order at 8:30 p.m. by Presiding Officer Jo Hajdu in
the Magistrate's Courtroom, Donnelley Building, Kodiak, Alaska, for the purpose
of discussing service areas.

Also present: Clerk Doug Preston, taking minutes; Roy Madsen, Attorney;
Jim Stansbury, Building Inspector; Ray Burt, Acting City
Manager; and 3 people in the audience.
III DISCUSSION OF SERVICE AREAS
Mr. Best read the applicable Borough Statute 07.15.050 concerning service areas.
Mr. Madsen explained that if the Borough sets up a service area by ordinance, then
the Borough will be required to administer the area. If the service area is to be
self - administered, an election by the people of the area is required in order to
set up the area. After a lengthy discussion, it was decided that the cost of
desired services should be determined before any decision can be made on setting
up service areas.
Nor. Best stated that Mr. Nyman of Tryck, Nyman and Hayes may be in town for the
next regular meeting on February 1, and so would be available for consultation
on future planning.
It was agreed that the City Council will be asked for a definition of the
conditions under which they will furnish fire protection.
IV ADJOURNMENT - The meeting adjourned at 9:30 p.m.
