07/23/1966 SM1 KODIAK ISLAND BOROUGH SPECIAL ASSEMBLY MEETING JULY 23, 1966 I CALL TO ORDER II ROLL CALL 9 The meeting was called to order in the Kodiak Island Borough Office, Donnelley Buildingg, Kodiak, Alaska, by Assemblyman Fred Brechan at 10:00 a.m. Assembly concurred in having Mr. Brechan sit as Presiding Officer in the absence of Mr. Wright and Mr. Lester. Present Fred Brechan, Acting Presiding Officer Mrs. Jo Hajdu Norman Sutliff (alternate for Eldon Lester) Absent Wilton White, Borough Chaim Russell Wright, Presiding Officer Sven Haakansen Eldon Lester Also Present: School Board Members Mrs. Horn, Mr. Emil Norton, and Mr. Carl Rodli; Harold Wirum, representing Crittenden, Casseta, Wirum, and Jacobs, Architects; Sam Best, representing William Champion; Doug Preston, Borough Clerk, taking minutes. III Mr. Brechan explained that the purpose of the meeting was to further discuss the Karluk Land Company's proposal for the school to hook onto their proposed sewer and water system. He stated that a decision was urgent since there is so little time left before the school fall term is due to begin. Mr. Wirum stated that he had no previous knowledge of this particular phase of the school contract. Mr. Best spoke on the engineering of the sewer and water line. Discussion followed point by point as Mr. Sutliff so questioned. Mr. Wirum and Mr. Best stated that Mr. Champion would not need as large a line for his own project. Mr. Norton stated that the School Board had discussed this subject at length, and could not come up with a lesser figure, especially considering the maintenance by Mr. Champion. Mr. Sutliff moved that the Borough 6hairman be authorized to regsest the Attorney to draw up a contract on the basis of the architect's letter of July 18 at a negotiated price not to exceed *50,000. Mrs. Hajdu seconded the motion, and roll call vote was unanimously favorable.
