SPECIAL MEETING - SEPTEMBER 3, 1965

The meeting was called to order at 7:55 p.m. in the Courtroom by Presiding
Officer Russell Wright.
Also present: Chairman Powell, Clerk Sleness, Attorney Madsen, and members
of the audience.

Resolution 65 -16, School Bond Issue. A discussion was held on the building
of the School. A formal resolution was sent to the Assembly from the School
Board requesting action by the Assembly on this natter to have it placed on the
ballot for election. Chairman Powell stated the present amount of school
indebtedness is $500,000. Attorney Madsen explained he had researched to find
what the maximum school indebtedness could be, and the only thing he could
find was in 1949 public utilities a 10% maximum, but that sometime after that
it was eliminated. There was an amendment last year and there are three
things necessary to put in the advertisement for the bond election:
1. Total outstanding bond indebtedness including bonds authorized but
not sold,
2. debt service, and
3. total assessed value has to be included in the resolution.
The assessed value is $28, 799,000.00. There is no actual limitation. A
further discussion was held on bond indebtedness.
Attorney Madsen read Resolution 65 -16, providing for a bond indebtedness for the
Kodiak Independent School to be on the next Borough election ballot.
Assemblyman Perez moved that Resolution 65 -16 be adopted as read. Seconded
by Assemblyman White and passed unanimously on roll call vote. A further
discussion was held on school band resolution and the eligibility of voters.
Old Business
Kodiak Bible Chapel leasing land. Assemblyman Perez broughtthis up for
discussion. Reference was made to USS 3511. It was brought up that there was
an error made in granting the Kodiak Bible Chapel lots 5 and 6, as lots 6 thru
12 had already been set aside for a school. A discussion was held on this.
Assemblyman Perez made a motion to rescind all action on church leases. Seconded
by Assemblyman White. Further discussion was held. Assemblyman Perez withdrew
his prior motion with the permission of his second and made a new motion.
Assemblyman Perez made the motion that the church leases be broughtup at a
later date when there is a full Assembly for re- consideration and that the
affected organizations be notified. Seconded by Assemblyman White. Further
Further discussion was held. Motion passed unanimously on roll call vote.
