JOINT MEETING ETING WITH SCHOOL BOARD
I Call to Order
The meeting was called to order at 7:50 p.m. in the Courtroom by Presiding
Officer Russell Wright.

Also present: Chairman Powell, Clerk Sleness, Attorney Madsen, members of the
School Board and members of the audience.
III Minutes of Previous Meeting: August 5, 1965.
The minutes of August 5, 1965 were approved as received.
IV Communications and Appearance Requests:
Chairman Powell asked that item "B" be taken up first.
13. Mr. Ivor Schott's overall comprehensive plan. Mr. Ivor Schott gave his
report on the present school facilities and what will be needed to year
1970. A chart and report were presented to the Assembly. The per cent of
increase of enrollment was discussed. The vocational school was also
discussed. A lengthy discussion on the building of the new elementary
school was held. Assemblyman White moved that the Chairman of the School
Board be requested to make a formal recommendation for school needs for
bonding requirements for immediate future expansion plans before the next
regular meeting of the Borough Assembly. Seconded by Assemblyman Perez.
Attorney Madsen stated he would need this by Monday, Aug. 30, in order to
prepare a resolution. Mr. Schott was asked if he could have this into
the Borough Office by that time. Motion passed unanimously on roll call vote.
A. Holland Subdivision - Final zlat and Resolution 65 -14. Chairman Powell
stated he had received a letter of recommendation by the Borough Engineer
stating minor clerical stipulations that have to be complied with, but it
be approved with these stipulations. Prior to recording these things will
have to be taken care of. Resolution 65 -14 was read. Assemblyman Pace
moved for the approval of Resolution 65 -14 and the final plat once the
objections stated by the Borough Engineer be fulfilled. Seconded by
Assemblyman Perez. Passed unanimously on roll call vote.
A. Resolution 65 -15, selecting lands to be sold by State. Resolution 65 -15 was
read. Chairman Powell stated some corrections are necessary; that on the
new zoning map only lots 7 -12, USS 3511 were shown for the school, 6 -12,
UCS 3511 were selected and one of the churches was given 5 and 6 for
leasing. Chairman Powell also stated he would have this prepared and ready
for the next Assembly meeting so the necessary corrections can be made.
Assemblyman Perez moved the Resolution 65 -15 be adopted. Secnnded by
Assemblyman Pace. Passed unanimously on roll call vote.

VI Borough Chairman Reports and Correspondence
A copy of a letter from Ron Cease, LAA, regarding the use of Indian
reservations. A notice of shore fishery lease was read. Also mentioned
was literature on ballot boxes. Chairman Powell stated this could be
taken up at the next meeting.
VIII Audience Participation:
A gentlemen from the audience spoke regarding the post rc of "no- dumping"
signs at the garbage dump. A lengthy discussion was held.
Attorney Nadsen reported that the appeal to the Bien Bolden case had been
dismissed in the Supreme Court but the case has been reinstated in the
Superior Court. They were permitted by the Superior Court to file an
amended complaint and the Borough will probably have to go to trial on it.
The case was dismissed against the State of Alaska but the City of Kodiak and
the Kodiak Island Eorough are still defendents in this matter. He also stated
he prepared an answer to the complaint and filed it today. Attorney Madsen
also stated he had talked to Ben Bolden and Mr. Bolden wanted the trial to
be held in Kodiak, but his attorneys wanted it to be held in Anchorage. This
will be a jury trial. It probably will be held here. The earliest the trial
can be held would be October 20. It was doubted by Attorney Madsen that it
would make that date. The next it could come up would be December or January.
Attorney Madsen also stated he was requested at the Assembly meeting 2 weeks
ago to prepare an ordinance on levying sales tax within the Borough. He stated
he had it prepared and with him. Assemblyman Pace suggested this be tabled
until Assemblyman Brechan is present since this was prepared by his motion.
Copies of this are to be made and sent to all the Assemblymen and this should be
on the next agenda. Attorney Madsen stated he had prepared this on a 1% sales
tax on all retail sales, all rents, and on all services made within the
boundaries of the Kodiak Island Borough and providing for penalties. It covers
more ground than the City sales tax. It will have to come up on the election
and will not become effective unless adopted by the majority of the voters.
/A letter is to be written to the Dept. of Revenue to determine the amount of
(Business Licenses issued outside the City. Chairman Powell stated data would
be gathered to determine an overall picture.
Assemblyman Perez spoke on a building inspector. Assemblyman White also spoke
on this. A discussion was held on this, but no action was taken.
