05/06/1965 RMKODIAK ISLAND BOROUGH ASSEMBLY REGULAR rEETING - MAY 6, 1965 The meeting was called to order by Presiding Officer Russell Wright at 7:30 p.m. in the Courtroom. PRESENT ABSENT Russell Wright Tony Perez Fred Brechan Dick Pace Wilton White Also present: Borough Chairman Porgy -11 and Attorney Madsen Minutes of the previous meeting of April 15 were read and approved as read. Final approval of the Herman Vest Subdivision request was submitted to the Assembly. Assemblyman Brechan moved that lot 12 USS 3101 be approved seconded by Assemblyman White. Passed unanimously. Then followed the publich hearing on Ordinance 65 -3, building, electrical and plumbing codes. The general consensus of the audience participation were in favor of the Ordinance. After a lengthy discussion Assemblyman White moved that Ordinance 65 -3 be adopted as presented, seconded by Assemblyman Brechan. Passed unanimously on roll call vote. Resolution 65 -6 was brought before the Assembly and after discussing the various Borough officers and personnel to be covered under surety bond, the Assembly asked the Chairman to check with the City and other Agencies as to the normal amount of surety bonds needed. Assemblyman Brechan moved to adopt Resolution 65 -6, seconded by Assemblyman White and passed unanimously. A request for rezoning of lots 1 -16, Block 14 and lots 16 -40, Block 19, Kodiak Townsite by Lynn Saupe referred from the Planning and Zoning Commission for the Assembly for final approval was taken up. Assemblyman Brechan moved to concur with the Planning and Zoning Commission in rezoning the area requested, seconded by Assemblyman White and passed unanimously. Don Erdman's request for placing an additional trailer on lot 4, USS 3100 was presented and it was felt that this should be developed under the terms of the Borough's Trailer Park Ordinance and that Mr. Erdman be allowed to place a trailer there on the same basis as other trailers before in the outlying areas for a period of one year from March 27, 1965. The Chairman was so advised to instruct the Planning and Zoning Commission and Mr. Erdman. A letter from Claude Hoffman, Cadastral Engineer, State Division of Lands, was read to the Assembly requesting a variance in the Borough Subdivision Ordinance 64 -4 to allow a lesser number of monuments to be placed than the ordinance called for. After discussion on the Planning and Zoning Commission's action of the previous evening, Assemblyman White moved that their request for the variance be denied, 'seconded by Assemblyman Brechan, and passed unanimously on roll call vote. Vouchers 418 through 440 were approved as presented. There being no people in the audience to be heard Chairman Powell brought up for discussion a moving of building from the urban renewal area into the East Addition particularly buildings which were previously used for multiple dwelling use because the East Addition is zoned for single family dwelling units only. One comment was made that the buildings should meet the building code for the area they are going into. KODIAK ISLAND BOROUGH ASSEMBLY PAGE 2 May 6, 1965 Assemblyman White brought up the City's position on waiving taxes an personal property within the City limits. Chairman Powell stated he felt the City should wait until the City and Borough budgets and the assessments were complete before the City should make a decision on this matter. The assemblymen also discussed the assessment program and the Board of Equilization which was to begin May 10 and because of the late mailing of the assessment notices the date for the Board of Equilization to begin meeting was changed to May 20. Assemblyman Brechan made a move that an ad be placed in all papers in the area notifying the people they have 30 days from April 20 to appeal on their assessments and that copies of forms for appeal are available in the Borough Office, seconded by Assemblyman White and passed unanimously.
