04/15/1965 JSBKODIAK ISLAND BOROUGH ASSEMBLY REGULAR MEETING - APRIL 15, 1965 JOINT MEETING WITH SCHOOL BOARD The meeting was called to order at 7:52 p.m. in the Courtroom by Presiding Officer Russell Wright. PRESENT ABSENT Wilton White Dick Pace Tony Perez Fred Brechan Russell Wright Also present: Chairman Powell and Attorney Madsen and representing the School Board Ivor Schott, Bob Hall and Emil Norton. The Chairman appointed George Cornelius to the Planning and Zoning Commission effective 4/1/65. The Assembly concurred on the appointment. The Planning and Zoning Minutes of 4/7/65 were accepted with the exception that the Planning and Zoning Commission check on item 3 page 2 Urdahl Subdivision request submitted by Charles Edris. Chairman's Report and Correspondence: Letter was read from State Forestry and Parks regarding camp site at Fort Abcrcre -" The monthly report by John Cole, Borough Assessor was also read. Minutes of the Assembly were read and approved. Vouchers #395 thru #417 were approved. The following proposal by the Borough School Board was presented for discussion and Assembly approval because the lowest bid was more than the $500,000 bond sale approved by the Assembly by previous action. BOARD PROPOSAL Award the contract to J.B. Warrack Company excluding Alternates No. 5 (metal lath & plaster and substituting gypsum board); No. 11 (general shop equipment); No. 12 (drafting equipment); No. 13 (music equipment); No. 16 (drafting room sink) for $586,200.00. This is $86,200 more than the total bond issue. The $86,200 can be made up from tobacco tax money (which is earmarked for capital outlay and service) plus 5/10 mill levy on the total borough assessed valuation of $38,000,000. A second plan would exclude - -in addition to the alternates listed above A) No. 1 (gravel parking area); No. 2 (concrete walks and curbing); No. 3 (concrete slab in courtyard); No. 6 (window drapes); leaving a total cost of this package at $578,040 or $18,160 less than proposed in the first package. A study of the trends in building costs together with a comparison with the three bids opened last year (and subsequently turned down) would seem to present the five bids opened April 6 in a favorable light as far as the school district is concerned. That as much building space (11 teacher stations or lcassrooms, a principal's office, two rest rooms, storage space and auxiliary spaces) can be provided at the bid cost is ^ten opportunity the district cannot well afford to turn down. This addition will add approximately 24,350 square feet © $24 per sq. ft. Kodiak needs classrooms badly and must start a progressive effort to provide those classrooms now. This year the District has rented four classroom spaces; next year it will need an additional four classrooms. 0 0 0 7 9 KODIAK ISLAND BOROUGH ASSENr3LY NL +:ji.TING - APRIL 15, 1965 Page 2 You are all familiar with the eight classrooms in the Down Town building; they are really sub - standard. Looking at the classroom shortage that exists, the District has to make a choice between putting approximately $22,000 into temporary classrooms --we are told this will build four classrooms (temporary classrooms) - -or else organize the school program on a split - session basis for some of the elementary classes. The immediate shortage will not be met until the high school addition of 11 classroon spaces is completed sometime next spring - -IF THE CONTRACT IC LET. After the discussion of unused funds now held by the school district and the proposal with alternates, a rotion was made by Assemblyman Brechan and seconded by Assemblyman Perez that the 1st. proposal of the school board be accepted. Fassed unanimously on roll call. Discussion was held on future school needs in the area with the possibility of a two million plus bond issue needed in the next two years. After reviewing briefly temporary classrooms the Lsserbly recornended the school board explore with the contractor the possibility of shortening the 300 day construction period on the new classrooms. Original motion withdrawn by Lssemblyman Brechan with seconds approval, and school board will negotiate with contractors. A special joint meeting will be called for final action on letting the bids. The Naughton subdivision final plat was presented to the Assembly for final approval. Assemblyman Brechan moved for final approval of the plat by the Assembly. Secnnded by Assemblyman White and passed unanimously. The Assembly discussed at length the advantages and need for beginning an overall comprehensive plan by the Planning and Zoning Commission. The Assembly recommended that the Planning and Zoning Commission begin work on same at the earliest convenience.
