REGULAR MEETING - JANUARY 21, 1965
The meeting was called to order by Presiding Officer Russell Wright at 7:40 p.m.

Also present: Chairman Powell and Attorney Madsen.
Resolution No. 65 -1 was presented and read. Assemblyman Brechan moved for adoption,
seconded by Assemblyman Alexander. The motion was carried.
The P Z minutes of 1/6/65 and 1/20/65 were read and accepted as read. The minutes
of the Kodiak Island Borough Special Meeting of 1/5/65 were read and approved.
Kodiak Island Borough Ordinance No. 65 -2 was presented and read. Assemblyman Alexander
moved for adoption, seconded by Assemblyman Brechan. The motion was carried.
Assemblyman White moved that the P & Z Commission defer action on the Baranof Heights
Subdivision until there has been adequate time to research several questions
concerning same, seconded by Assemblyman Brechan. The motion was carried.
Consideration was given to the adoption of the National Building Code, National
Electrical Code and National Plumbing Code. Assemblyman Brechan moved that the
Borough Attorney be authorized to draw up an ordinance adopting the above three ✓
codes by the Borough, seconded by Assemblyman White. The motion was carried.
Consideration was given to the question as to whether or not the City can still
issue building permits. The Borough Attorney stated that the City can still issue
building permits in the City but all persons must get a land use permit and
certificate of occupancy from the Borough building official. Persons building in
the Borough outside the City get all permits from the Borough.
Assemblyman White moved that a Resolution be drawn up setting September as the
delinquent date for the first half of the taxes and November 1 as the delinquent
date for the second half of the taxes, seconded by Assemblyman Brechan. The motion
was carried.
Chairman Powell reported on the Borough Chairmenes Meeting at Juneau and stated that
reports of the various State officials inferred that the State was going to foist
off as much responsibility on the Boroughs but with no more authority.
Assemblyman White moved that the Kodiak Island Borough go on record as being in
favor of a reduction of the area of the Borough to the boundaries of the City of
Kodiak and contiguous area and that we express our desires to our Legislators
and request changes in Section 07.10.125 to affect changes in boundaries of the
Borough by local action and vote of the people affected rather than by action of
the Local Boundary Commission, seconded by Assemblyman Alexander. The motion was
passed.
There being no further business to discuss, the meeting was adjourned at 11:10 p.m.
