12/17/1964 RMr) "1 KODIAK ISLAND BOROUGH ASSEMBLY DECEMBER 17, 1964 7 7 The meeting was called to order at 8:10 p.m. by co- presiding officer Wilton White. PRESENT ABSENT Wilton White Harold Alexander Dick Pace Also present: Chairman Powell, Attorney Madsen, and Assessor Fremlin. Members of the audience: Mr. Robert Hall Chairman White gave a brief resume of the request for land submitted by Mr. Hall, owner of Kodiak Airways. The desirability of relocating this business at the Municpal Airport as soon as possible was agreed on by all present. To expedite this request it was suggested that the Borough and City of Kodiak submit letters of no protest to the State Division of Lands, thereby making it possible for a direct transfer from State Division of Lands to Mr. Hall. Chairman Powell suggested that Mr. Hall ask for a slightly larger parcel to meet anticipated future growth requirements of his business. Chairman White entertained a motion that Municipal Airport be approved and that a State Division of Lands to make possible Assemblyman Alexander so moved, seconded this motion unanimously. Russell Wright Fred Brechan the Kodiak Airways request for land at the letter of no protest be submitted to the a direct transfer to Mr. Hall if approved. by Assemblyman Pace. A voice vote carried Due to the absence of two assemblymen it was agreed to adjourn at this time and call a special noon session the following day. Meeting adjourned at 8:25 p.m. KODIAK ISLAND BOROUGH ASSEMBLY SPECIAL MEETING DECEMBER 18, 1964 Respectfully submitted, Howard G. Fremlin Borough Assessor The meeting was called to order in the Borough Office by Presiding Officer Wright at 12:20 p.m. PRESENT ABSENT Harold Alexander Wilton White Russell Wright Fred Brechan Dick Pace Also present: Chairman Powell, Assessor Fremlin and Rev. Bullock. The minutes of the previous meeting were approved as read. CORRESPONDENCE Chairman Powell read a letter from Ron Cease, a check for $4,000 was sent for Kodiak Island assessment program. Chairman Powell also read a letter from Mr. C regarding the restoration of Mission Road and Director, Local Affairs Agency, in which Borough for assisting in the property tax .E. Steen, District Highway Engineer, Potatopatch Lake area. fir. Steen stated the Department of Highways cannot assume any responsibility for the present or future lake level. Chairman Powell stated he has gone to Engineer Barr for recommendation of a proper tide gate to try to maintain the lake at its former level and then will take the problem to the Commissioner of Highways. A letter was received from Joe Keenan, Lands Officer, regarding disposal of State U.S. Survey No. 3469 and Lot 2, U.S. Survey No. 3462. Two letters were received from the Department of Revenue concerning: Additional 1963 refund to Borough from Raw Fish Tax m $87.50, and Refund first quarter Business License Tax - $60.00 A letter was received from Mr. T.S. Parke, Chief, Fisheries Tax Division, stating that the Borough could expect approximately $75,000 from the Raw Fish Tax for 1964. The IBM contract was discussed. Assemblyman White suggested that the Borough Asse ;or contact Mr. Mulenos, Manager of the Business Service Bureau, and ask him to come to Kodiak in the near future to explain the services as indicated in his 2 year contract proposal and also to determine how much additional money would be involved with the addition of personal property billing which was not included in the original proposa_.. Discussion of Engineer Jim Barr °s 2 -year contract on a fee basis only was the next order of business. Chairman Powell recommended extension of contract. Assemblyman Whit inquired as to the cost in the next 2 years. Chairman Powell stated that a large share of costs would be paid by the filing fees received. Assemblyman Alexander moved for approval of the 2 year contract extension. Assemblyman White seconded. Carried unanimously. Analysis of Borough costs to October 1, 1965 was discussed. Expenditures of approximately $88,500 was estimated from January 1, 1965 to October 1, 1965. Chairman Powell recommended a commercial loan of $40,000 to carry the Borough over until the Raw Fish Tax money becomes available in April. Assemblyman White suggested further discussion with Mr. Steve Collins as to the rate of interest, terms, etc. The purchase of a Borough vehicle was considered. After discussion, the Assemblyme::. asked Chairman Powell to obtain bids on a suitable vehicle and submit them to the Assembly at a future date.
