11/05/1964 RMDna ALA+ B all ISB 1' REGULAR MEETING - NOVEMBER 5 1964 Prior to the meeting being called to order Magistrate Mary Frank administered the oath of office to Assemblyman Fred Brechan. The meeting was called to order at 7 :45 p.m. by presiding officer Russell Wright. PRESENT ABSENT White Brechan Alexander Wright Pace Also present: Chairman Powell, Attorney Madsen and Assessor Fremlin. The minutes of the previous meeting of October 29, 1964 were read and approved as read. The minutes of the Planning 6 Zoning Commission of November 4, 1964 were read.' Chairman Powell asked if the resubdivision of Lot 17, USS #3098 had been formally approved. Attorney Madsen replied in the affirmative. Assemblyman White asked for more information regarding temporary permits. Mr. Madsen explained the conversation of the Planning ? Zoning Commission the previous evening. The rezoning of Airpark Subdivision was brought up and discussed. Future zoning of the Roy Clarke Homestead, U.S.S. #1396 entered the conversation at this point. Assemblyman White moved the Borough Assembly recommend that the Planning & Zoning Commission consider rezoning Airpark Subdivision to Commercial and Aircraft Oriented useage. Chairman Powell brought out the Zoning Map for clarification purposes and various areas were discussed. A vote of the motion made by Assemblyman White was taken and approved unanimously. Assemblyman Alexander moved that the corrected Planning & Zoning Commission minutes be approved. Assemblyman White seconded the motion and it carried unanimously. PEOPLE TO BE HEARD None in the audience. The Dtnnis Cessna road problem was discussed. Assemblyman Pace arrived at 8:15 p.m. making all assemblymen present. PFRSONAL PROPERTY TAX Two letters from the Local Affairs Agency concerning the Public School foundation pro- gram were submitted by Chairman Powell. A general discussion of the school foundation program followed.: Chairman. Powell illustrated the contents of the letters on a blackboard. The Assembly asked for a clarification of the definition of personal property as defined under the Borough Act. The taxation of boats came under discussion. Assemblyman Pace moved that the Chairman present to the Assembly, a list of persons qualified to form a Marine Advisory Committee. Assemblyman Al exander seconded, the question was called for, and a unanimous yea ballot was cast.' The conversation again turned to the personal property tax. Assemblyman WHite gave his opinion that this tax might tend to discourage new business coming to Kodiak Chairman Powell asked John Cole, Contract Appraiser, to state his views. He discussed boat assessment programs in other boroughs. Attorney Madsen read the State Statute regulations on personal property taxation. Assemblyman Pace stated he felt the borough boundaries were too large and asked what might be done to try to effect a reduction in the size of the Kodiak Borough. Assemblyman Pace moved, seconded by Assemblyman White, that Attorney Madsen be instructed to amend ordinance 64-2 to include the assessment of Personal Property excluding household goods and personal effects. A voice vote carried this motion, unanimously. BUILDING CODES The desirability of City-Borough cooperation in establishing a proper building code was met with agreement by all present. It was suggested that Chairman Powell confer with City Manager Jones in regard to this matter and that the Planning and Zoning be given a copy of the building code the City now has for consideration and possible adoption by the Borough Chairman Powell suggested that the Planning and Zoning begin study of a trailer park code. Assemblyman White further suggested that the Plannning i Zoning begin work on future trailer park sites and to also give consideration to areas in which campers could be parked due to anticipated tourist traffic this coming summer.
