09/17/1964 JWSPUBLIC HEARING ON ZONING MAP #1 7 JOINT MEETING - BOROUGH ASSEMBLY F? CITY COUNCIL SEPTEMBER 17, 1964 The meeting was called to order at 7:40 p.m. by Presiding Officer Lester. City Council and Assembly Members present: Wilton White, Eldon Lester, Morris . Burnham, Harold Alexander and Russell Wright. Also present: Borough Chairman, Powell, Borough Assessor Fremlin, Mayor Deveau, City Manager Jones, Borough Engineer Barr and City Clerk Preston. There were approximately 60 persons in the audience. Chairman Powell explained the purpose of the meeting. To consider the Zoning Map which had been placed on the wall for the public's comments and consideration. Mr. Barr, Borough Engineer, gave a detailed explanation of the Zoning Map under consideration, stating the purpose and need for zoning restrictions. He then called for questions from the audience. The following cstions and answers were covered. Due to the large attendance no attempt was made to identify each and every individual taiking part in this discussion. 1. Question. One acre of land as required in area outside city limits not serviced by public water and sewer systems would work a hardship on individual due to high cost of land. Answer. The need of proper drainfields for sewage to eliminate health hazards and con- tamination of private water supply. 2. Question. Single dwelling area should be multi -unit due to high cost of building. Anropen debate followed Answer. A suggestion was made that basement apartments could be allowed in R -1 Zones and still retain purpose of zoning requirements. A general discussion followed. 3. Question. The classification of public and semi- public lands in the downtown area adjacent to commercial and industrial areas. This area being.that encompassed by the D & A Building, Baranoff House, Standard Oil and the Russian Church land. Answer. Urban Renewal Plans call for this area to be future site of City Hall and park area. 4. Question. Definition of Commercial Classification. Answer. Mr. Barr read pertinent portion of zoning ordinance and stated that hotel and restaurant useage is permitted. 5. Question. Zoning of tidelands outside city limits. Answer. No tideland classification outside city limits at present time. Commercial useage of these tidelands not permitted. 6. Question. How are members of Planning & Zoning Commission appointed. Answer. Chairman Powell explained 5 members were appointed from within the City and 4 members were appointed from outside the City Limits. 7. Question. Island Lake problem. Answer. To be taken up in near future. This meeting for zoning map #1 only. 8. Question. Annex of Island Lake area into City of Kodiak. Answer. Not in order this meeting. 9. Question. Area bordering lilly Lake, classification and useage. Polution of lake etc. Answer. To be taken up at special meeting of City Council in near future. 10 Question. Recourse if property owner objects to approved zoning map. Answer. Legal recourse as contained in ordinance explained by Mr. Barr. 11. Presiding Officer Lester asked for a show of hands to amend R -1 Zoning to include basement apartments, 12 story. only. Majority appeared in favor. 12. Question. Mission Road area surveys clouded. How can persons obtain a building permit under these circumstances. A general discussion of this problem followed. Chairman Powell asked for a show of hands of those who agreed basically with the Proposed Zoning Map #1. Majority appeared in favor. There followed a general discussion of the following problems: a. Mission Road rebuilding b. Potatopatch Lake area c. Island Lake Zoning d. Sewer line to Spruce Cape e. State lands available f. Gibson Cove area.
