09/03/1964 RMKODIAK ISLAND BOROUGH ASSEMBLY
REGULAR MEETING - SEPTEMBER 3, 1964
The meeting was called to order in the Courtroom at 7:41 p.m.
Assemblymen present: Burnham, Pace, Lester, Alexander and Wright.
Also present: Chairman Powell, James Barr, Attorney Madsen and Bob Stewart.
The minutes of August 20, 1964 were considered and unanimously approved.
The minutes of the Planning fe Zoning Commission were considered and accepted as read.
Chairman Powell stated that he had appointed Mr. E. Franklin to the Planning & Zoning
Commission.
Correspondence
1. A letter was received from the Social Security Administration inviting Chairman
Powell to attend a meeting to be held in Anchorage, to discuss and review the Social
Security reporting practices.
2. Mr. T. S. Parker of the Department of Revenue wrote Chairman Powell and estimated
the raw fish tax monies for the year 1964 would be $75,000.00.
3. A copy of a letter from Dennis E. Cook, Local Affairs Agency, :to Richard W. Freer,
Division of Budget and Management was sent to the Borough Office along with a check in
the amount of $7,000.00 which is to be applied to the Assessing Dept. for the hiring
of extra assessors.
Mr. Bob Stewart asked the assembly the effective date of the Ordinances 64 - and 64 -
Both of these Ordinances become effective September 6, 1964.
Chairman Powell read the Assessor's Report which stated the need of a Land Valuation
Committee, a Marine Advisory Committee, a new map of the Borough with all recent sub -
division and extra employees for a period of two months. Also included with the
Assessor's Report was a budget of total expenditures to June 30, 1965 of $$9,747.00.
A general discussion followed and it was suggested that specific costs of additional
assessors be reported to the Assembly.
Chairman Powell advised the Assembly that the Borough Assessor will be going to
visit the Anchorage Borough. Assessor and study their operation. He will also
ascertain the availability of assessors to assist in a stepped up program to fully
impliment the Borough Assessor's office.
Assemblyman Pace, seconded by Assemblyman Burnham moved James Barr be retained as the
Borough Engineer with an agreement on schedules of changes to be presented at the next
meeting. After a brief discussion the following roll call was taken.

Chairman Powell reported on a joint meeting and trip to Port Lions with the fl. I, A
and the State Division of Lands.
After a discussion it was decided to have Attorney Madsen draft an Emergency Ordinance
changing the date of Borough Elections to November ip, 1964,
There will be a meeting with the City Council, Sept. 15, 1964 and also on September
17,1964 which will be a Public Hearing of the Zoning Map of the City of Kodiak,
