REGULAR MEETING, MAY 21, 1964
The meeting was called to order by Presiding Officer Lester at 7:45 P.M.
Assemblymen present were Eldon Lester, Morris Burnham, Russell Wright, Harold
Alexander. Others present were Howard Fremlin, Roy Madsen, and Phil Anderson.
The minutes of the previous meeting were read and approved as read.
The Chairman's Report was read by Howard Fremlin, Borough Assessor, due to the
absence of Chairman Powell. Chairman Powell stated in his report that a meeting
had been held with the residents of the Potatopatch Lake - Mission Lake area at
which time they had submitted a resolution to the Borough Chairman asking the
Borough's help in restoration of the road system in the affected area so they
could rebuild. Mr. Powell further reported that several requests for lumber
had been received from people outside the city and more requests were expected
as soon as people determined their needs. The Chairman also reported that Nick
Laktonen had resigned from the Planning and Zoning Commission making it necessary
to appoint another Commissioner preferably from the same area and asked the
Assembly for suggestions.
Harold Alexander recommended Jim Duros and Assemblyman Burnham recommended Lou
Horn. After discussion on a replacement for Mr. Laktonen the Assembly recom-
mended either of these two men.
Howard Fremlin gave the assessor's Progress Report in which he gave a run down
on the activities of his job as Assessor since his assuming the duty March 1,
1964. Mr. Fremlin passed copies of the tax cards being used in his office. He
stated that he planned to have the transferring of records from the City and
School District tax records to the Borough's records completed by July 10 and to
be out in the field by July 10 or 15, with the Borough's tax assessing to be
complete by July 1965. A general discussion followed regarding the assessing
of properties outside the immediate area. Assemblyman Alexander stated the
advantage of the State giving land to the new villages being built instaad of
the land being given through the B.I.A. which would make the land restricted
and therefore leaving no tax base. It was suggested that the Chairman write
the Lion's International advising them of the Borough's interest in Port Lions.
Attorney Madsen suggested, as an aid to the Assessor, that the Borough have all
the tax records, past and present, microfilmed.
Under old Business the Chairman's Salary was again discussed. It was brought
out that at the previous meeting the Chairman was asked to submit a full report
on the amount of time spend on Borough business. Mr. Fremlin stated that there
was reason to believe that the State would come up with funds to subsidise
appraising and assessing costs. Mr. Lester said he felt that there was no
reason to spend the money just because the Borough had it. Assemblyman Alexander
moved that the matter be tabled until the Chairman gives the data requested.
Assemblyman Wright seconded the motion which was carried unanimously.
Mr. Fremlin read a letter from the City of Petersburg requesting information
from the Kodiak Island Borough regarding proposed assessing of boats. The
City of Petersburg enclosed a form with the letter which would answer most of
the questions at this time. Mr. Madsen suggested getting information from the
Harbor Master and the canneries regarding the boats using the Kodiak Harbor.
He stated that the boats coming here to fish for a season are under Interstate
Commerce and that there are many problems to face when taxing boats, Mr. Lester
said it was best to have the State collect the taxes and apportion back to our=
area. It was suggested that the Borough write Local Affairs and ask for an
opinion from theAttorney General on taxing boats and also send letters to all
Borough assessors requesting that all Boroughs cooperate in suggesting to the
State that the State collect the revenue and reapportion the involved Boroughs.
Attorney Madsen presented Ordinance 64-3 for the second reading but explained
that because of the immediate need for the service area in the Spruce Cape-
Misssion Road area he had rewritten the Ordinance in order to expedite passage of the
ordinance. Assemblyman Burnham moved, seconded by Assemblyman Wright that the
Assembly recind action of the last meeting on approval of Ordinance 64 =3 in the first.
reading. The motion was unanimously passed. Mr. Madsen proceeded with the first
reading of the revised Ordinance 64 -3. Assemblyman Burnham, moved that the Assembly
adopt Ordinance 64 -3, as revised, at the first reading. Assemblyman Alexander
seconded the motions which was uannimously approved by voice vote.
Presiding Officer Lester reported that he had been advised that the Borough's
portion of the free lumber had been designated for Old Habor and Port', Lions.
A general discussion followed in which the Assembly agreed that the lumber should
be distributed to all the people who last their homes.
Mr. Fremlin read a letter from the Northwest Division of Yards and Docks stating
restoration of Mission Lake was not within the authority of their offices. Another
from Roscoe Bell, Director of the Division of Lands, was read regarding the Borough's
request to reconsider the granting of 5 acres on Mill Bay - Mission Road Cut-off to the
Department of Highways, Mr. Bell state that the matter would be made a part of the
agenda in their forthcoming discussions.
