Those present were members of the Planning and Zoning Commission: Chairman A. Holmes
Johnson, Phil Anderson, Norman Sutliff, Harry Felton, Ole Johnson, William Lamme, and
J. Bruce Smith. Borough Assemblymen present: Lester, Alexander, Wright, Burnham,
and Pace. City Council members present: Mayor Deveau, Lester, Burnham, and Heglin.
Also present were: Borough Chairman Powell, City Manager Jones, City Clerk Preston,
Attorney Madsen, Paul (Smokey) Stover, Consulting Engineer Barr, Peter Marinkovich,
and Howard Fremlin.
Al Borton requested permission to place a shop on Lot 13 part, Block 2, on a temporary
basis. Harry Felton moved that this be approved, Norman Sutliff seconded the motion
and motion was approved unanimously by voice vote.
Present from the State Division of Lands were Sal DeLeonardis, Planning Officer, Ken
Hallback, Land Classification Officer, and Joseph Keenan, State Lands Officer. Mr.
Keenan said that they were there to have an informal discussion as to lands adjacent
to the airport. He stated that the State has no title to the land in the area under
discussion, but can reasonably expect title soon. There will be more prompt action
due to delegation of authority to local offices of the Bureau of Land Management, Mr.
Hallback stated that they had received tentative approval on selections of land,
except Near Island and Miller Point, immediately before leaving Anchorage.
City Manager Jones reported that the airport extension will be South rather than
North due to limited funds available. He further stated that the cross runway, as
previously planned, does not face prevailing winds and study will be given for the
4,000 ft. necessary. Mr. Stover stated that a rerouting of a Secondary A road will
be necessary. Reserve classification of necessary lands was suggested by Mr. Keenan
who stated that any move will be cleared with the Borough. Russell Wright moved
that the Borough go on record as requesting that land for a cross runway be set aside.
Assemblyman Burnham seconded the motion which was carried unanimously by voice vote
of those present.
Commissioner Sutliff suggested making as much land available as possible so that
prices will be within reason. Mr. Keenan said that the Division of Lands will do
everything they can, as requested by the Borough. Ralph Jones moved that the group
go on record as requesting that lands under discussion, including land to be re-
leased by the Navy, be held in abeyance until the State Division of Lands received
tentative approval from the Bureau of Land Management. When approval is received,
that all areas be put up for disposal at one time and that the Borough Planning and
Zoning Commission study the problem of access roads. Mayor Deveau seconded the motion.
The Motion lost by overwhelming voice vote.
Assemblyman Burnham suggested that a committee of three men be named to study the
cross runway from all angles and report to Planning and Zoning within 30 days. Mr.
Barr said that a 90 day period, under the H.H.F.A. Planning Funds, was required. Mr.
Jones stated that approval from Washington was expected immediately and engineering
would begin with 30 days thereafter. Chairman Powell appointed James Barr, Bob Hall,
and Bill Harvey to the Committee.

Borough Chairman Powell introduced the State Lands officials who were there to give the
status of lands in the area. Representing the State Division of Lands were: Sol
DeLeonardis, Planning Officer, Ken Halfback, Land Classification Officer, and Joseph
Keenan, State Lands Officer.
Mr, Keenan stated that they were here to discuss lands selected by the State in the
City or Borough, for later disposal, and will work closely with both governments, Mr.
DeLeonardis asked Mr. Halfback to refer to the maps on the wall and tell of general
areas,
Mr. Keenan discussed generally the disposition of State land by public auction after
acquisition, and patent, from the Bureau of Land Management, He said that the values
are set by general market value in the area, with plus and minus factors as terrain
warrants. Kodiak, a First Class City, can obtain title to land, such as Near Island,
and the State is then out of the picture. Lands can be made available to a charitable
institution such as the Alaska Crippled Children, He further stated that the State
had made no disposal of land on Kodiak Island except in the Chiniak area, Lands left
unsold after auction, can be sold on over -the- counter basis at minimum bid price,
Mr. DeLeonardis stated that land use in the Miller Point area will be subject to
determination by the Borough. Release of a large portion of the Coast Guard reserve
on Spruce Cape would be possible if the city water service does away with the neces-
sity of using water from the lake immediately within the reserve fence,
Commissioner Ole Johnson asked about the right -of -way for power line from Terror Lake,
Mr, Keenan said that the State will issue a permit for public utilities upon appli-
cations
Discussion continued arid Mr. Keenan again stated that disposal of land can be made as
soon as patent is obtained from the Bureau of Land Management and the Borough Planning
and Zoning will determine its plans for the area,
