The presiding officer, Ecion Lester, called the meet'n ; to order
at 7:40 .m..
Those present were Charles Powell, Eldon Lester, "'`orris Burman,
Russell Wright, Ri bard Face, learold Alexander, 'Howard Fremlin, and
Attorneys Roy Madsen.
Secretary Doris Anderson read tl e minutes of the orevious meeting,
w ich ::,ere approJed as read after an addition was made regarding the roll..
all vote on the boundary petition.
Chairman ?owell gave a report on t e situation, following tte dis-
aster, at Afognak, Ouzi niie, Old Harbor, and Raguyak. The Old harbor
illaners voted 59 for and none against to mo_e tieir illage and Ka uyak
will agree to consolidate .;ith Old Harbor. The Lions International and
the Bureau of Indian Affairs will handle the mo e. Afognak has other
possible sites and t e BIA has agreed to comply. T e estimated carnage
to outside villages is ;,3,000,000, excouding Ouzinkie Ha king Co., boats,
etc., to date.
Frank Irick, Director of Ci :ail Defense for the Kodiak area, gave a
report on the various agencies offering financial assistance in a time
of disaster. Mr. Irick stated that under Public Law 875 that Potato
Patch Lake will be drained and the houses in toe lake be turned.
He furt er stated that the Highway Dept. has temporarily abandoned tr.e

roads that were cestroyeci. The ranc.,ers have and will recei:e aid and
seem to be the best off as far as assistance is corn erned.
Russ Wright brought up the matter of reb ilchng the breakwaters;
t:.is project, along with roads will be handled. by the Corps of `engineers.
It was then suggested. that the rebuilding of the boat harbor could come
under the as a flood c _ntrol measure.

Legal Counsel ho, Madsen expressed his opinion that sinee no pre edent
has been set to cover this situation, it might well be ad . ised to adopt
a general resolution covering all aspects of recovery, lea.ng the deci-
sions of lei *alit:,. wo to the Federal departments affected. Ric',_ard Pace
made a motion that the Assembly a ooro e a resolution in general terms
to Madsen's discretion. Harold Alexander seconded the motion which was
passed unanimously by rol call oote. sir. Madsen said he would d a > e the

Eldon Lester was called upon to gi,e a report on the City's progress
in a ouiring financial assis anxe. 1 1e , ity has received 250,000 from
the ri.v it Defense fund and 143,000 for Uroan Renewal. The :_ity P assed
a resolution requesting assistance from the Bureau of yards and Docks
and the Corps of Engineers.
Assemblyman Alexander suggested that tre nerr boat harbor carry Plans
for wiring the entire dock area.

entire Kodiak Island area.
