Kodiak island Borough Minu,,;,s, ge March 5, 1964
expressed his opinion that it is good to give the Planning and Zoning Commission
more power, so that it would eliminate people immediately turning to the Borough
Assembly for reeevaluation of their problems.
The topic being thoroughly discussed, Mr. Burnham moved that the following
amendment be added to paragraph three (3) under "Enforcement:"

"No plat, re -plat, subdivision, or re- subdivision pc.
The motion was seconded by Assemblyman Alexander, and was accepted unanimously
at roll call vote.
Mr. Madsen then continued to read Ordinance No. 644". He explained that
this ordinance was copied almost ver batim from Alaska State Law, and that if it
were varied, problems of enforcement might be encountered.
Both ordinances were then opened to discussion from the floor. Mr$.Howard
Fremlin asked if taxes are to be assessed on an annual or fiscal basis, and she
was informed that they &re collected annually.
/here being no further discussion, Mr. Burnham moved that amended Ordinance
No. 64 -1 be accepted and adopted. Mr. Alexander seconded the motion, and the
roll call vote was unanimously favorable.
Assemblyman Alexander then moved that Ordinance No. 64 -2 be accepted, as _
amended. Mr. Burnhamdseconded the motion, and roll call vote was unanimously
favorable.
Mr. Wright then asked if there was any old business to come before the
Borough. There was none.
Under new business, Chairman Powell added that the Kodiak Island Borough
$50 to 100,000 in raw fish taxes and that there were sufficient
funds in the budget before state funds a received.
There being no further business, Assemblyman Wright adjourned the meeting
at 9:45 p.m.
